This book analyses the strategies used by public authorities to expand the UK aviation industry in relation to growing political opposition and the negative impact of flying on local communities and climate change. Its genealogical investigations show how governmental practices and technologies designed to depoliticise aviation and expand airports have generally failed to constitute an effective political will to counter community resistance and environmental protest. Criticising the dominant logics of UK airport expansion, the authors promote a radical rethinking of our attitudes to aviation in terms of sufficiency, degrowth and alternative hedonism, laying the ground for a more sustainable future.

The problem of banks being ''too big to fail'' was the defining regulatory issue of the global financial crisis. However, attempts to tackle the problem by separating retail banking from higher risk trading activities - known as structural reform - proved to be highly divisive and contributed to significant regulatory divergence. In this book, David Howarth and Scott James explain this variation by examining the politics of bank structural reform across six key jurisdictions: the United States, the European Union, the United Kingdom, France, Germany, and the Netherlands. Integrating political economy and public policy approaches, they develop a novel ''comparative financial power'' framework to analyse how financial industry influence is mediated by two factors: first, whether bank lobbying is unified and centralized (cooperative financial power) or divided and fragmented (competitive financial power); and second, policy makers'' use of venue shifting to depoliticize contentious policy issues. The book explains that the US and UK governments implemented major reforms because the banking industry was divided and faced significant opposition. However, venue shifting to an independent committee led to durable reform in the UK, while political polarization in the US contributed to contested reform. By contrast, the French and German governments balanced unified bank lobbying and political pressures to act by pursuing limited symbolic reforms; the Dutch government deflected the issue through delegation to multiple commissions (no reform); while political stalemate at the EU level resulted from early venue shifting and concerted pan-European bank lobbying. The book makes a major contribution to scholarship on the political economy of finance and business power.

This book presents the findings of a major Economic and Social Research Council (ESRC) project into urban austerity governance in eight cities across the world (Athens, Baltimore, Barcelona, Melbourne, Dublin, Leicester, Montréal and Nantes). It offers comparative reflections on the myriad experiences of collaborative governance and its limitations. An international collaborative from across the social sciences, the book discusses ways that citizens, activists and local states collaborate and come into conflict in attempting to build just cities. It examines the development of egalitarian collaborative governance strategies, provides innovative ideas and tools to extend emancipatory governance practices and shows hopeful possibilities for cities beyond austerity and neoliberalism.

Abstract: This paper argues that, on the development of European Union (EU)/Eurozone fiscal capacity German governments have consistently engaged in foot-dragging. Few German state elites have ever supported European fiscal capacity building beyond the EC budget. Following the outbreak of the Eurozone sovereign debt crisis, German governments agreed to the creation of financial support mechanisms only with reluctance. We see a case of continuity in German policy preferences driven by consistent ordoliberal and, specifically, moral hazard concerns. The important long-term change that we can observe relates to the growing importance for successive governments of avoiding audience costs driven by sceptical public opinion and the rise of a challenger party in German politics. David Howarth, Francesca Musiani, Julia Pohle and Dwayne Winseck were invited to discuss the main topic of this special issue, “The internet and the EU market.” This conversation at the crossroads of several research areas (communication studies, sociology, science and technology studies and political science) brought together leading experts who shared their experience, research and expertise on the internet, European integration, governance issues, etc. They referred to several topics that are addressed in the papers in this issue, such as the taxation of digital services, net neutrality and the openness of networks, as they discussed questions related to the realities and limits of the notion of “Digital Europe”, changing discourses on the EU''s digital economy, the concept of European governance and the turning points and key events in the relationship between the internet and the EU market since the 1990s.

Established at the height of the Eurozone sovereign debt crisis, the intergovernmental European Stability Mechanism (ESM) has, potentially, considerable influence over decisions on the provision of loans to Eurozone member state governments and on the recapitalization of banks. Legally and organizationally, the ESM is an international financial institution and thus its accountability can be compared to that of the International Monetary Fund (IMF) and other international financial institutions. However, the ESM''s governance structure and decision-making procedures show that it is deeply embedded in the Eurozone governance architecture, resulting in a dual institutional embeddedness. Focusing on vertical and horizontal accountability combined with a learning perspective on accountability, this article presents an assessment of the accountability mechanisms applicable to the idiosyncratic ESM and how these mechanisms work in practice.

The establishment of Banking Union represents a major development in European economic governance and European integration history more generally. Banking Union is also significant because not all European Union (EU) member states have joined, which has increased the trend towards differentiated integration in the EU, posing a major challenge to the EU as a whole and to the opt-out countries. This book is informed by two main empirical questions. Why was Banking Union - presented by proponents as a crucial move to ''complete'' Economic and Monetary Union (EMU) - proposed only in 2012, over twenty years after the adoption of the Maastricht Treaty? Why has a certain design for Banking Union been agreed and some elements of this design prioritized over others? A two-step explanation is articulated in this study. First, it explains why euro area member state governments moved to consider Banking Union by building on the concept of the ''financial trilemma'', and examining the implications of the single currency for euro area member state banking systems. Second, it explains the design of Banking Union by examining the preferences of member state governments on the core components of Banking Union and developing a comparative political economy analysis focused on the configuration of national banking systems and varying national concern for the moral hazard facing banks and sovereigns created by euro level support mechanisms.

Our study seeks to prove that German Stability Culture is a myth. The concept is a core legitimizing element of economic policy discourse in Germany and used regularly to juxtapose Germany and northern Europe and the euro area periphery. Using Eurobarometer surveys we construct a measurement for Stability Culture which is based on the priority assigned to the fight against inflation. Our empirical analysis covers the 2002 to 2010 timespan and includes 27 European Union Member States. Our results show that the distinction between northern states with an allegedly strong and southern states with an allegedly weak Stability Culture is a myth. Controlling for actual inflation, we find that the northern Member States with an allegedly high Stability Culture are less concerned with price stability than the rest of the EU.

This book proposes a novel approach to practising social and political analysis based on the role of logics. The authors articulate a distinctive perspective on social science explanation that avoids the problems of scientism and subjectivism by steering a careful course between lawlike explanations and thick descriptions. Drawing upon hermeneutics, poststructuralism, psychoanalysis, and post-analytical philosophy, this new approach offers a particular set of logics – social, political and fantasmatic – with which to construct critical explanations of practices and regimes. While the first part of the book critically engages with lawlike, interpretivist and causal approaches to critical explanation, the second part elaborates an alternative grammar of concepts informed by an ontological stance rooted in poststructuralist theory. In developing this approach, a number of empirical cases are included to illustrate its basic concepts and logics, ranging from the apartheid regime in South Africa to recent changes in higher education.
