Abstract: "Given an arbitrary set S of n-bit vectors, we construct a random set S ́[subset] S, with a constant probability, such that if S [not =] 0, then S ́has an odd number of elements. We improve bounds on several recent results in complexity theory by using our construction instead of Valiant and Vazirani''s theorem [11]. In particular, we obtain better bounds on polynomials which approximate boolean functions; improve bounds on the running time of the [symbol]P machine in Toda''s result, and improve bounds on the size of threshold circuits accepting languages accepted by AC0 circuits."

Using a new hand-collected database on state department of revenue (DOR) expenditures, this study examines the association between changes in state corporate tax enforcement expenditures and state-level tax collections during the 2000-2008 time period. The results, after addressing endogeneity concerns using a changes specification and state fixed effects, suggest a one dollar increase (decrease) in current period corporate enforcement is associated with a $8 to $11 increase (decrease) in state tax collections two years into the future. The association appears to be attenuated in states with restrictive tax policies (i.e. unitary/combined reporting andrelated party add-back provisions) suggesting that enforcement and restrictive tax policies could serve as substitutes.

To support our thesis we define new function classes which are apriori closed under composition with subtraction and division implying that subtraction and division do not reduce witnesses in these classes. However, proper subtraction and integer division do reduce witnesses in the new classes and turn out to be hard for these classes. We also introduce and formalize the notion of random witness reduction and randomly hard functions and obtain results analogous to those of Ogiwara and Hemachandra."

We examine whether state corporate effective tax rates (ETRs) that began trending downward in the 1990s rose in response to FASB Interpretation No. 48 (FIN 48), Accounting for Uncertainty in Income Taxes. We find state ETRs increase substantially in 2006 through 2008 for tax aggressive firms. Firm-level cash tax payments also increased over the 2005 through 2008 time period, controlling for federal and foreign ETR changes. Finally, state-level tax collections increased in 2006 and 2007. Consistent with analytic and behavioral theory, our results suggest that FIN 48 helped arrest the trend in multistate tax aggressiveness.

This study examines whether firms'' advantage from lower explicit taxes (tax management) is mitigated by lower pre-tax incomes (implicit taxes) and whether this advantage creates sustainable competitive advantage. We investigate a sample of firms with low explicit tax rates prior to the enactment of the Tax Reform Act of 1986 (the Act) and a control sample of firms with higher explicit taxes, over a 14-year period bracketing the Act. In years prior to the Act, we find that lower explicit taxes were offset by correspondingly lower pre-tax incomes such that after-tax incomes were equal. Cumulative market returns from portfolio investments in each sample''s equity securities were also equal suggesting that no competitive advantage existed during this period. In the years immediately after the Act, the differences in explicit taxes narrowed but differences in pre-tax incomes diminished less, such that after-tax incomes of the low tax rate firms suffered. Market returns were similarly lower. In the final years, the after-tax incomes and market returns returned to equality. These results suggest that aggressive tax management, like many other behaviors, tends not to yield a sustainable competitive advantage. Rather, frictions in "unwinding" implicit taxes seemingly result in a short-term competitive disadvantage following tax reform aimed at leveling the explicit tax playing field.
