Eine kleine Provinzstadt in Haiti, Anfang der sechziger Jahre. Es ist die Zeit der Diktatur von Francois Duvalier, genannt Papa Doc. Sarah, Tochter eines Offiziers, ist acht Jahre alt. Ihr Patenonkel Sorel wurde vor wenigen Tagen verhaftet. Vom Balkon ihres Elternhauses beobachtet sie zufällig ein Verhör, bei dem ihr Onkel durch den Offizier Janvier mißhandelt wird. Zwei Jahre später: Sarahs Eltern sind aufgrund der politischen Situation geflohen. Sie selbst wird mit ihren Schwestern in einem Kloster versteckt gehalten. Bei einer Razzia trifft Sarah erneut auf Janvier, der mittlerweile zum Hauptmann der berüchtigten Tonton Macoutes aufgestiegen ist. Weil sie bei den Nonnen nun nicht mehr sicher ist, holt die Großmutter Sarah zu sich nach Hause und versteckt sie auf dem Dachboden. Eine Amnestie von Papa Doc ermöglicht es den Kindern, ihr Versteck zu verlassen. Aber die Bedrohung durch Janvier ist damit noch nicht zu Ende. Nach einem Streit mit dessen Frau wird die Großmutter verhaftet. Vergeblich versucht Sarahs Tante die Freilassung zu erreichen. Als Sarah und ihre Freundin schließlich bei einem Ausflug am Strand von Janvier direkt bedroht werden, kommt ihnen Sarahs Patenonkel Sorel zu Hilfe. Es kommt zu einer tödlichen Auseinandersetzung.
