Systemic Failures in Health Care Oversight
Hospitals are intentionally shirking their duty to identify and report incompetent medical practitioners and it is causing catastrophic injuries to patients. Why are hospitals doing this? Two decades of health care reforms have changed the way physicians and hospitals interact in the U.S. healthcare system, and as a result, the traditional health care oversight tools no longer work to ensure physician competence.With three out of four physicians now employees of hospitals or healthcare systems, hospitals have become the guardians of both the internal and external warnings systems designed to flag incompetent practitioners. As the guardians, hospitals are required to report incompetent practitioners to the National Practitioner Data Bank (“NPDB”), the main quality control tool used to identify and weed out incompetent physicians. Hospitals, however, are intentionally circumventing their reporting requirements to avoid institutional embarrassment, medical liability, and physician alienation. This negatively impacts the ability of the more than 24,000 entities that query the NPDB to effectively determine whether a practitioner is competent for purposes of licensing, hiring, and credentialing.This Article offers a solution--switch the data bank from a blacklist of incompetent providers to a database of the employment and hospital affiliation histories for all medical providers. Have the NPDB or private accreditation organizations require hospitals complete a mandatory questionnaire for all practitioners during the credentialing process. Implementing these solutions will achieve three salient objectives: (1) improve the process whereby hospitals investigate whether a medical practitioner is competent to practice medicine prior to hiring or offering the practitioner privileges; (2) pave the way for state-based tort claims to hold hospitals accountable for inaccurate disclosures regarding a practitioner''s competence to practice medicine; and (3) eliminate the stigma associated with being listed in the NPDB which causes practitioners to practice defensive medicine and avoid admitting mistakes.

Literary Circles and Gender in Early Modern Europe
A comparative analysis, this study examines the interactions of early modern male and female writers within the context of literary circles. In particular, Campbell examines how the querelle des femmes as a discursive rhetorical tradition of praise and blame influenced perceptions of well-educated women who were part of literary circles in Italy, France, and England from approximately 1530 to 1650. To gain a better sense of how querelle language and issues were used for or against learned women writers, Campbell aligns selected works by female and male writers, pairing them to analyze how the woman writer responds, deflects, or rewrites the male writer''s ideological script on women. She focuses first on the courtesan Tullia d''Aragona''s response in her Dialogo della infinità di amore to Sperone Speroni''s Dialogo di amore, and contrasts the actress/writer Isabella Andreini''s pastoral La Mirtilla with Torquato Tasso''s Aminta. She then discusses the influence of Italian actresses upon the manners and mores of French women of the Valois court, especially focusing on performative aspects of French women''s participation in court and salon rituals. To that end, she examines the influential salon of the aristocratic, learned Claude-Catherine de Clermont, duchesse de Retz, who encouraged the writing of positive querelle rhetoric in the form of Petrarchan, Neoplatonic encomiastic poetry to buttress her reputation and that of her female friends. Next, Campbell reads Louise Lab D‘t de Folie et d''Amour against Pontus de Tyard''s Solitaire premier to illustrate the tensions between a traditional and nontraditional querelle stance. She then discusses Continental influence upon English writers in the context of the Sidney circle in England. Young people worldwide are participating in ever-increasing numbers in online fan communities. Far from mere shallow repositories of pop culture, these sites are accumulating significant evidence that sophisticated informal learning is taking place online in novel and unexpected ways. In order to understand and analyze in more detail how learning might be occurring, we conducted an in-depth nine-month ethnographic investigation of online fanfiction communities, including participant observation and fanfiction author interviews. Our observations led to the development of a theory we term distributed mentoring, which we present in detail in this paper. Distributed mentoring exemplifies one instance of how networked technology affords new extensions of behaviors that were previously bounded by time and space. Distributed mentoring holds potential for application beyond the spontaneous mentoring observed in this investigation and may help students receive diverse, thoughtful feedback in formal learning environments as well.

Pesticide and fertilizer usage throughout the United States is coming under increased scrutiny from both the public and scientific communities due to potential negative environmental impacts and perceived health concerns. The three studies presented here focus on evaluating different management plans for home lawns and athletic fields, while also providing improved dissemination of information to athletic field managers. Results of the athletic field and home lawn management plan study indicate that pesticide treatments outperformed non-pesticide treatments across most measures. However, if a non-pesticide plan is desired then the high input organic or high input pesticide-free plan would be preferred over the low input organic or low input pesticide-free plan. Results for the fertility study indicate that a fertilization rate of as low as 5 g N m-2 provided statistically equivalent results across some color/quality measures, though exact rate would be highly dependent on the turfgrass manager’s goal and what time of year a high quality, dark green turfgrass was desired. Finally, the information dissemination study indicated that the large group setting performed better than the small group setting, most likely due to the structure of the small group meeting. Small group attendees had more flexibility to discuss issues that affected them directly. There was less flexibility for large group attendees to deviate outside the main subject matter being presented. However, the value of the small group meeting should not be discounted when specific information is needed. Large group meeting would be preferred when more general information is need by managers.
