Ethnicity is a highly politicized issue in contemporary China. Twentieth-century nation-building has been intimately involved with classification of ChinaOs fifty-five ethnic minorities and with fostering harmony and unity among nationalities. Officially sanctioned social science classifies the majority group, the so-called Han, at the pinnacle of modernization and civilization and most other groups as Oprimitive.O In post-socialist China, popular conceptions of self, person, and nation intersect with political and scholarly concerns with identity, sometimes contradicting them and sometimes reinforcing them. In Portraits of OPrimitives, O Susan D. Blum explores how Han in the city of Kunming, in southwest China, regard ethnic minorities and, by extension, themselves. She sketches Oportraits, O or cognitive prototypes, of ethnic groups in a variety of contexts, explaining the perceived visibility of each group (which almost never correlates with size of population). Ideas of OHannessO can be understood in part through Han desire to identify unique characteristics in ethnic minorities and also through Han celebration of the differences that distance minorities. For a number of reasons, military beneficiaries--active-duty service members, military retirees, and their dependents--are heavier users of medical care than are comparable civilian populations. These services are currently provided by military treatment facilities (MTFs) or the civilian medical facilities, the latter through the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS). However, over the past several years, the system has faced the twin challenges of downsizing in consonance with the rest of the Department of Defense and of controlling escalating health care costs. While care provided in the civilian sector can be more expensive than that provided in the MTFs, the free care available in MTFs sparks greater demand. Moreover, the MTF system was designed to meet wartime, rather than peacetime needs. In weighing the pros and cons of various alternatives, this report suggests that beneficiaries might prefer civilian health plans, as long as there is no erosion of benefits in making such a shift.

This volume presents a selection of the best papers from the 21st Annual University of Wisconsin-Milwaukee Linguistics Symposium. Researchers from linguistics, psychology, computer science, and philosophy, using many different methods and focusing on many different facts of language, addressed the question of the existence of linguistic rules. Are such rules best seen as convenient tools for the description of languages, or are rules actually invoked by individual language users? Perhaps the most serious challenge to date to the linguistic rule is the development of connectionist architecture. Indeed, these systems must be viewed as a serious challenge to the foundations of all of contemporary linguistics. Four broad themes emerged from the Milwaukee conference, corresponding to the four parts of the volume. Part I centers on arguments for the existence of symbolic rules in linguistic competence and performance. Part II contains arguments against symbolic rules, presenting connectionist models and other alternatives to the symbolic paradigm. Parts III and IV take up two issues that are central to a number of language researchers: Language acquisition and learnability, and modularity. These issues are addressed from within both rule-based and non-rule-based perspectives.
