This report describes 50 initial statistical indicators developed by the Council of the Great City Schools and its member districts to measure big-city school performance on a range of operational and business functions, and presents data city-by-city on those indicators. The analysis marks the first time that such indicators have been developed in education and data on them collected from the nation''s largest urban school systems. The purpose of the project is to help the nation''s urban public schools measure their performance, improve their operational decisions, and strengthen their practices. Teams of school-district experts in transportation, food services, maintenance and operations, procurement, and safety and security developed the indicators. Preliminary data were collected from the major city school systems. The results were fine-tuned using Six Sigma quality-assurance procedures to ensure uniformity and rigor. Additional data were collected using the fine-tuned measures, and the final data were analyzed and presented in this report. Each of the indicators in this report includes information about why the measure is important, how it is defined and calculated, what the range of responses were across the city school districts, and how the indicators'' values are affected by other school district practices. The Council expects that school boards and superintendents in the major cities will be able to use these indicators and the data gathered on them to assess their own business operations, measure progress on operational reforms, and demonstrate greater transparency in district operations to the public. They will be able to use the highest performing districts to set benchmarks and identify best practices in each of the business areas.
