The Blackfoot Confederacy, in the early 1800''s was one of the most feared tribes on the North American Continent. It is proud Canadian history how a handful of scarlet coated men, the North West Mounted Police, were able to make peace with this tribe, and other plains Indians, with no major battles being fought. All this, however, would not have been accomplished so swiftly had it not been for one mixed-blood scout, Jerry Potts. There have been many historical novels written about numerous heroic figures of the old west such as Kit Carson, Davey Crocket, Daniel Boone, Jim Bridger, and many, many others. Now, for the first time, our Montana and Canadian hero of the famous old "Whoop-Up" country gets full recognition for his heroic deeds. After a hundred years we suddenly realize that another outstanding hero existed and lived an adventurous life, equaled by very few. What he did for our great West should now be known for the great accomplishment it was. Potts was raised at a time when, to gain any objective, one had to be a fighting man, and that he was. His many battles and adventures with his Indian people, as well as his white people on his father''s side, make his life a story that is almost on the verge of being incredible. Yet, overshadowing all this, his loyalty to his employers, the North West Mounted Police, made him a diplomat, and a keeper of the peace that few frontiersmen have equaled.

The current definition of a quot;going concernquot; according to GAAP does not take into consideration whether an on-going business exists that is separate or separable from its owner/manager in a closely-held firm or is merely an extension of the individual as an entity. In this study, we propose two criteria that would facilitate making this financing decision as it creates a relevant distinction for potential creditors. Finally, we also recommend that a going concern qualification be reinstated in the attestation process to motivate implementing this new definition for small, closely-held firms.

"A United States Cyber thin-line must support all aspects of critical infrastructure protection (CIP). However, this paper will only address the DoD critical need of assured NC2. This infrastructure cannot be just military, government, or even privately owned. It would be cost prohibitive for such a structure to be wholly-owned by the DoD, and therefore, forces us to consider a new relationship with the private sector as to how we protect cyberspace as a whole of-society strategy. For the United States to have a useful cyber thin-line, its attributes need serious consideration and evaluation. The necessity for careful consideration of a cyber thin-line has been confirmed in the Air Force Space Command Cyber Research Priorities for Fiscal Year 2018. A key part of this requires the definition of cyber thin-line requirements for specific sections of the US cyberspace infrastructure. The United States must embrace a whole-of-society effort, in cyberspace, to continue to operate in, defend, and maneuver within it at will. A cyber thin-line must be able to support NC2 and our Nation’s critical missions. United States success in cyberspace, in support of National Security, is dependent on achieving success in a whole-of society strategic effort with creation of a cyber thin-line."--Abstract.

Why do small firms sell at lower multiples of earnings than large firms? Are small firms being consistently undervalued or is there some other rational explanation? We develop a rationale why valuing the smaller firm is not the same as valuing a smaller scaled, large firm in much the same way that a child is not a miniature adult. We have identified a factor we name the quot;real unwritten callquot; against the firm''s value. The unwritten call refers to the ability of potential competition to enter the product market and destroy value. Firms do not operate in a static environment, but rather in a dynamic ever changing one. For example, when Wal-Mart opens a new store that destroys a traditional local retailer''s value, it is a dynamic change. Thus, for a small firm merely projecting past financial data into the future is extremely naive. While a changing environment affects large firms also, larger firms have more resources that enable them to better adjust to changes and thus avoid permanent losses in value. Considering real market attributes is a major contribution to understanding and improving the pricing of small public firms. While it is well known that the lack of information about small firms creates the information asymmetry and liquidity costs that increase the investor''s required return on the right hand side of the balance sheet, the cost of real market changes also affect the firm''s ability to produce future cash flows from their investments. These smaller firms have fewer resources with which to create barriers to entry and react to changes in the real markets. We present empirical evidence consistent with our premise. We find evidence of a real call option against value. The option is greater for smaller firms. Finally, our results are consistent with some, and help explain other, anomalies such as the pricing of equity carve-outs relative to their parent, and the low earnings multiples at which closely held firms are actually sold.

After reading Road from Washington City to Buffalo, anyone driving along U.S. Route 15 or another old north-south route through New York State, Pennsylvania, and Maryland can better appreciate the formidable engineering task of road building in that region during the early days of the nation. This slim volume, originally published in 1827, is a rich source of information (including place names) of the Washington - Buffalo "corridor" in the 1820s. The report begins with a very helpful index (more like a table of contents) that corresponds to the 77 numbered paragraphs comprising the main text, in which is described not only the area''s terrain in terms of the proposed highway construction, but also its current state of agriculture, industry, and settlement. The report could also serve as a catalog for future development (mineral deposits, timber, creeks & rivers, etc.) For example, paragraph 51 ("Soil") begins "A very large proportion of this district (48) is possessed of a soil well adapted to cultivation. That of the valleys is generally argillaceous, containing much vegetable mould. The flats within the principal valleys, especially those connected with the valley of the Genesee, are endued with extraordinary fecundity." And so on. The five tables are extremely illuminating in breaking down all the particulars of the four grand routes proposed (Eastern, Western, Painted Post, and Pine Creek), including alternate subordinate routes between each place, cost estimates, and price analyses. Table 1 is particularly informative, listing the geographical coordinates for each part of the route, the distance between each preceding place (with a running tally of miles from Washington), general "Characters of the Routes" (from "waving, seldom winding" to "very winding, serpentine"), grades, length of bridges necessary, and details such as Aspect, Soil, Rocks, Natural growth, and Products. Table 3 analyzes the populations surrounding each grand route and its possible variations, perhaps as a way to measure costs vs. benefits.
