Until now, there has been no how-to manual that captures in one place a big picture view of CBE along with the down-to-earth means for building a CBE program.A variety of pressures are driving the growth in CBE, including the need for alternatives to the current model of higher education (with its dismal completion rates); the potential to better manage the iron triangle of costs, access, and quality; the need for graduates to be better prepared for the workforce; and the demands of adult learners for programs with the flexible time and personalized learning that CBE offers.Designed to help institutional leaders become more competent in designing, building, and scaling high-quality competency-based education (CBE) programs, this book provides context, guidelines, and process. "A United States Cyber thin-line must support all aspects of critical infrastructure protection (CIP). However, this paper will only address the DoD critical need of assured NC2. This infrastructure cannot be just military, government, or even privately owned. It would be cost prohibitive for such a structure to be wholly-owned by the DoD, and therefore, forces us to consider a new relationship with the private sector as to how we protect cyberspace as a whole of-society strategy. For the United States to have a useful cyber thin-line, its attributes need serious consideration and evaluation. The necessity for careful consideration of a cyber thin-line has been confirmed in the Air Force Space Command Cyber Research Priorities for Fiscal Year 2018. A key part of this requires the definition of cyber thin-line requirements for specific sections of the US cyberspace infrastructure. The United States must embrace a whole-of-society effort, in cyberspace, to continue to operate in, defend, and maneuver within it at will. A cyber thin-line must be able to support NC2 and our Nation’s critical missions. United States success in cyberspace, in support of National Security, is dependent on achieving success in a whole-of society strategic effort with creation of a cyber thin-line."--Abstract.

Our story begins at Stonehenge, England in the year 1893. Monte Cootes and his family are Celtic Druids and will soon be immigrating to America. Each family member received a sacred stone representing England; when held and meditated upon they can draw energy from nature, and it serves Monte well over time. Monte''s family settles in Alpena, Michigan where Marie is born. Due to the circumstances of Marie''s birth in 1894 she is adopted by an Engineer and his wife. Monte, upon seeing Marie for the first time hears a woman''s voice whisper "wait for me, wait for me." Several years later he hears the soft whisper again and this time he sees her image; he starts to understand the message he''s being given. Very early in the story the two families become close neighbors; although they are as different as night and day. Marie experiences both worlds; the care free natural world of the Celtic Druids and the society elite with their pampered lifestyles. Monte and Marie were always meant to share a life together and over the years they grow closer; but events, circumstances and promises made would keep them apart. Monte was determined to take Marie for his wife; he set out on a path that would give him the profession needed to give Marie the social standing she had been groomed for without giving up the traditions of being a Celtic Druid. In the end Marie made her own decision.

Why do small firms sell at lower multiples of earnings than large firms? Are small firms being consistently undervalued or is there some other rational explanation? We develop a rationale why valuing the smaller firm is not the same as valuing a smaller scaled, large firm in much the same way that a child is not a miniature adult. We have identified a factor we name the quot;real unwritten callquot; against the firm''s value. The unwritten call refers to the ability of potential competition to enter the product market and destroy value. Firms do not operate in a static environment, but rather in a dynamic ever changing one. For example, when Wal-Mart opens a new store that destroys a traditional local retailer''s value, it is a dynamic change. Thus, for a small firm merely projecting past financial data into the future is extremely naive. While a changing environment affects large firms also, larger firms have more resources that enable them to better adjust to changes and thus avoid permanent losses in value. Considering real market attributes is a major contribution to understanding and improving the pricing of small public firms. While it is well known that the lack of information about small firms creates the information asymmetry and liquidity costs that increase the investor''s required return on the right hand side of the balance sheet, the cost of real market changes also affect the firm''s ability to produce future cash flows from their investments. These smaller firms have fewer resources with which to create barriers to entry and react to changes in the real markets. We present empirical evidence consistent with our premise. We find evidence of a real call option against value. The option is greater for smaller firms. Finally, our results are consistent with some, and help explain other, anomalies such as the pricing of equity carve-outs relative to their parent, and the low earnings multiples at which closely held firms are actually sold.
