Hydrologists have long used method of moments estimators from a Pearson type III probability distribution in order to estimate flood frequency distributions. This paper looks at alternate approaches to this type of analysis, including finite mixture models, modified likelihood estimation, some adjustments to modified likelihood estimation, and modified method of moments estimators. These techniques will then be compared to the method in Bulletin #17B, the industry standard for this type of analysis, on flood frequencies from the Congaree and Broad Rivers in South Carolina to estimate the 100-year flood on those rivers.
