Dies ist die Geschichte des Landbriefträgers Christian Brand und mehr noch seiner Ehefrau Anna Katharina Krings, die beide Ende des 19. Jahrhunderts im Deutsch Belgischen Grenzgebiet in den Orten Manderfeld und Losheim das Licht der Welt erblickten. Der Ehemann konnte seinen Beruf als Spätfolge des Ersten Weltkrieges nicht mehr ausüben. Daraufhin ließ sich das Ehepaar mit ihren inzwischen vier Kindern in Losheim, Eifel nieder. Ein entsprechendes Förderprogramm der damaligen Reichsregierung für deutschstämmige Landarbeiterfamilien machte es ihnen möglich, ein Haus zu bauen und verpflichtend als Landarbeiter zu leben. Doch das Schicksal machte der Familie einen gehörigen Strich durch die Rechnung, jedenfalls sah es zunächst danach aus. Christian erlag seinem Kriegsleiden im Jahr 1928, als sich das Haus in der Rohbauphase befand. Nun musste Witwe Anna mit ihren vier unmündigen Kindern sehen, dass sie zurechtkam. Doch sie baute das Haus trotz aller Schwierigkeiten, die ihr Behörden und Banken verursachten. Heute ist es von der Bildfläche verschwunden und im wahrsten Sinne des Wortes ist Gras darüber gewachsen. Nichts erinnert mehr an das Haus Nr. 22. Neben der Familiengeschichte und der Geschichte des Hauses stellt der Autor die Landschaft und den Ort zur Zeit der Jahrhundertwende vor. Ebenso widmet er der Familie von Roesgen, die den Posthof betrieb und der Eisenbahn Jünkerath-Weywertz ein eigenes Kapitel. Erinnert wird aber auch an viele Menschen der damaligen Zeit aus dem Ort Losheim und Umgebung, mit der die Familie nachgewiesenermaßen in Kontakt stand. Zahlreiche, teils farbige Abbildungen.

In einer Zeit, in der man den umweltschädigenden Einfluß unserer technologischen Gesell schaften immer deutlicher zu spüren bekommt, muß zwangsläufig die "Lehre vom Haus halt der Natur", also die Ökologie, an Bedeutung zunehmen. Daß diese Wissenschaft sich nicht nur um die Rettung der vom Aussterben bedrohten Tiere und Pflanzen bemüht, sondern auch die in ihrer Existenzgrundlage sich selbst gefährdende Menschheit in ihre Betrachtung einbezieht, ist eine Tatsache, die bisher leider nicht in weiten Kreisen der Be völkerung bewußt gemacht wurde. Man kann wohl getrost behaupten, ökologische For schung sei neben einer ausgewogenen Politik und neben akzeptablen Konzepten der Öko nomie für den Fortbestand der Menschheit notwendig. Der Ökologe stützt sich bei seinen Untersuchungen auf nur verbal beschreibbare Beob achtungen (welche allerdings oft durch Fotos oder Zeichnungen dokumentarisch festge halten werden können) und auf (mehr oder weniger) objektive Meßdaten. Liegen nach der Untersuchung letztere vor, müssen diese in irgendeiner Weise in logischen Zusammen hang gebracht werden, sie müssen also verarbeitet werden. Bei der Auswahl von nume rischen Verfahren muß der Ökologe allerdings größtenteils auf fachfremde Literatur zu rückgreifen, d. h. Werke der mathematischen, naturwissenschaftlichen, sozialwissenschaft lichen und medizinischen Statistik sowie der praktischen Mathematik für technisch-natur wissenschaftliche Disziplinen. Entsprechend muß er sich Taschenrechnerprogramme für die Datenauswertung aus Büchern anderer Fachdisziplinen zusammensuchen. Für eine Wissenschaft, die - wie oben angedeutet - so bedeutungsvoll wurde, ist es allmählich an der Zeit, daß sie ihre eigene Literatur zu diesem Thema erhält.

Die Effekte ihrer Arbeit sind nicht auf den eigenen Problembereich beschränkt. Der daraus folgende Einfluss kann einen störenden oder unterstützenden Charakter von einem Regime auf ein weiteres haben, beispielsweise durch Begrenzung oder Erweiterung von Handlungsspielräumen für die Akteure der betreffenden Institutionen. Diese Arbeit versucht, das Politikfeld der internationalen Schifffahrt und im speziellen die Bekämpfung der Piraterie dahingehend zu untersuchen, welche globalen und regionalen Institutionen daran beteiligt sind, ob es wechselseitige Interaktionen zwischen ihnen gibt und wenn ja, wie diese aussehen oder welche Auswirkungen sie haben. Die Arbeit ist in folgende Abschnitte gegliedert: Zunächst wird der theoretische Analyserahmen erarbeitet, der als Grundlage für die Untersuchung möglicher Wechselwirkungen zwischen den betreffenden Institutionen dient. Zunächst wird der Ansatz institutioneller Wechselwirkungen von Gehring/Oberthür als grundlegendes Konzept für die Analyse dargelegt. Um auch auf den besonderen Aspekt der Errichtung von regionalen Regimen eingehen zu können, erfolgt dabei der Versuch einer Integration des Multi-Regime-Regulierungsansatzes von Meinke in das Modell von Gehring/Oberthür. Im zweiten Teil der Arbeit wird nach einer kurzen Darstellung der Internationalen Seeschifffahrtsorganisation IMO und des International Maritime Bureau IMB eine Analyse möglicher Wechselwirkung zwischen diesen Akteuren und regionalen Regimen bei der Bekämpfung von Piraterie vollzogen. Einer der Schwerpunkte liegt dabei auf der Region Südostasien, wo mit dem ReCAAP-Projekt ein ausgearbeitetes Regime als Untersuchungsobjekt existiert. Darüber hinaus werden Anti-Piraterie-Regime in Westafrika sowie am Golf von Aden bezüglich möglicher Wechselwirkungen mit der IMO untersucht. Danach wird die Frage behandelt, ob die Wechselwirkungen zwischen den verschiedenen Institutionen und ihre Kombination zu einer effektiven Piraterie-Bekämpfung führen, ob also beispielsweise durch arbeitsteilige Strukturen Internationale Probleme auch ohne eine übergeordnete Instanz gelöst werden können.
