It is essential to understand the views of those who understand the operational steps that can bring global interactions and global learning to our classrooms. If leaders understand the importance of the global community, this may give rise to actionable policy change to include global learning in classrooms. Therefore, it is imperative to better understand the global mindedness of our leaders. It is through leadership that informed change can be brought about in policy. Merging leadership perspectives with policy recommendations can result in actionable change. Findings from this research reflect how clear communication and civic buy-in is imperative when creating new initiatives within the educational system, especially those on a grand scale such as globalization and education. Superintendents reflect on a desire to bring global learning into their districts for the benefits of student outcomes. Current hinders to globalization and education include the COVID-19 pandemic, lack of frameworks to guide educational leadership and the learning community towards globalized learning, and lack of funding and resources to support the incorporation of globalization and education. Educational leaderships'' perspectives offer insight into the realities of educational structures. Therefore, by valuing educational leaderships'' global mindedness we can better discover the underlying factors that make global learning easy and difficult to implement.

For years, physical field trips have been a hands-on, interactive educational method to enhance student knowledge and perception on various topics. Students can gain a lot from these experiences including interacting with professionals, connect classroom lessons to real-world examples, and engaging with real-world examples to increase interest and awareness of the topic. Today, schools face limited budgets and often times can’t afford to send students on field trips. Therefore, students are limited to a traditional classroom setting for learning, even though students are typically more interested in a hands-on approach to learning. Recently, some technologies have emerged as effective, new educational tools. Virtual field trips have become an alternative to physical field trips, while still achieving the same goals. In many instances, this is a free method of education that also saves time for teachers and schools in preparation and travel. Youth of today are regularly exposed to countless forms of digital environments such as games on iPads and watching television or YouTube videos. Virtual field trips engage students in a method of education that they are already comfortable with. At the same time, agricultural literacy of the general public is very low. Consumers are so far removed from the farm that they are not educated on agricultural practices and or where their food comes from. Consumers utilize online resources such as Google, YouTube, and their social media, to learn about various topics, including agriculture. Consumers, particularly students, are not motivated to actively seek out information and learn about agriculture, because they are not in a setting where they are able to engage with it. It is important for agricultural professionals to share their personal story to change perception and increase awareness. Several agricultural advocacy organizations have designed and hosted virtual farm trips, and each organization has taken its own approach. Some of these organizations choose to work with other stakeholders for this effort, some run this operation in-house and a few have only taken part for a short amount of time and found themselves stepping away from the program. This was a case study of four agricultural advocacy organization’s virtual field trip programs. These organizations, the Ohio Pork Council, the American Dairy Association Mideast, the Ohio Soybean Council, and the U.S. Farmers and Ranchers Alliance, created and implemented their virtual field trip program within the last six years. While the programs were similar with their purpose to increase agricultural literacy, they differed in platform, design, audience, and supplemental educational materials. A quantitative survey was sent to ten teachers who took part in a virtual field trip program at one or more of the organizations. Based on the results of the survey, teachers chose to include this program into their curriculum to increase student knowledge of agriculture and introduce their classes to career opportunities. Teachers chose to incorporate this program into their classrooms because it was convenient and aligned with curriculum standards. Teachers also reported while they like that virtual field trips benefit their students, they wished it included more hands-on aspects to increase likeliness of student understanding of agriculture. This research could provide agricultural advocacy organizations, their collaborators and teachers with information to improve on the virtual field trip design(s) to best impact youth education and ultimately increase agricultural literacy.

History problems remain the major bone of contention in contemporary Japan-South Korea relations. Paradoxically, while their historical roots in Japan''s colonization of the Korean peninsula have gradually receded, the diplomatic friction surrounding them has grown ever more intense. The post-Cold War era in particular has witnessed a marked surge in bilateral contention over the burden of the past. Challenging conventional state-centric and national conceptions of history problems, this dissertation explains the paradox as a rise in contentious activism in Japan and Korea that began against a backdrop of democratization in the late 1980s. Driving this trend were the Korean victims of Japanese colonial and wartime policies, intent on exacting redress for their historical ordeals, and their support networks in Korea and Japan. Based on extensive fieldwork in both countries, it argues that the essential dynamics of these victim-centric history problems have evolved not along national lines, but between the two governments on the one hand, and transnational advocacy networks anchored in Japan and Korea, on the other. The pressure tactics of these networks have become increasingly effectual over time, manifesting as a new logic for the bilateral relationship: one in which citizens are now agents in shaping state-to-state interaction. Drawing on case studies of Korean A-bomb victims, comfort women and forced laborers, the dissertation aims to explicate the influence of advocacy networks on inter-state behavior. It investigates the question: under what conditions and by what means do transnational advocacy networks affect the way that states interact? Through this inquiry it also establishes why certain networks have greater bearing on state-to-state relations than others. The analysis finds that among the array of tactics employed by transnational advocacy networks, those most likely to affect state-to-state interaction are: disclosure of inculpatory evidence; framing a grievance as a human rights issue; engaging external governments and international bodies; and litigation. In addition to (but not mutually exclusive of) these means, the conditions under which advocacy networks most affect state-to-state interaction are when: the target state is the sole culprit; the target state''s economic interests in the addressee state become threatened; and when a bilateral treaty clause is overturned. By establishing a causal connection between advocacy networks and inter-state behavior, this study offers novel insights into the fraught diplomatic trajectory of post-Cold War Japan-Korea relations, addresses a lacuna in the scholarship on history problems, and builds on the theoretical understanding of the role of transnational advocacy networks in international politics.

The Endangered Species Act of 1973 (ESA) may be the most powerful environmental law in the United States. The law employs restrictive land-use regulations to protect threatened and endangered species and their habitats. When enforced on private lands, these regulations often come into conflict with landowners'' private property rights. Regulations protecting federally listed species can cause economic losses and regulatory burdens for private landowners, yet the government is not required to provide compensation or assistance. Thus, current policies effectively create an economic disincentive for maintaining habitat for listed species on private lands. This disincentive may undermine conservation efforts to protect listed species on private lands, as well as induce private landowners to engage in preemptive habitat destruction for petitioned species that may be listed under the ESA in the future. Incentives, such as direct payments, tax breaks, cost-share programs, or conservation easements, could help to ameliorate this conflict. Hence, this study examines attitudes and opinions of nonindustrial private forest landowners who may be affected by endangered species regulations. A survey was designed to examine nonindustrial private forest landowners'' perspectives on the ESA, potential incentive programs, government efforts to protect the endangered red-cockaded woodpecker (Picoides borealis), and the petition to list the gopher tortoise (Gopherus polyphemus) as a threatened species. The survey was pilot tested at the National Conference of Private Landowners in June 2015 in Virginia Beach, Virginia (n = 53). The survey was then electronically distributed to nonindustrial private forest landowners through partnerships with 10 forestry organizations (N = 928). Data collection was conducted from October 2015 through February 2016. Results provide insight into factors affecting nonindustrial private forest landowners'' attitudes toward the ESA, their preferences among various incentive programs, their willingness to cooperate with protection of listed species, and their perceptions of petitions to list new species for protection under the ESA. Results provide new insight into nonindustrial private forest landowners'' perspectives on species conservation, with implications for future policy changes that could lead to better protection of private property rights, imperiled species, and the natural environment.
