Das Handlungsfeld der Arbeitsintegration im Kanton Bern soll ab 2025 mit dem Projekt «Optimierung Arbeitsintegration (AI-BE)» neu organisiert werden. Die vorliegende Arbeit untersucht mögliche Entwicklungen und Herausforderungen dieses Systemwechsels aus einer sozialarbeiterischen Perspektive. Daraus ergibt sich eine Diskussion um konkrete Handlungsoptionen für die Soziale Arbeit.Entlang von Spannungsfeldern gesellschaftlicher Verhältnisse und Entwicklungen werden die Begriffe Arbeit und Arbeitsintegration geklärt und diskutiert. Zudem wird die geplante Neuausrichtung der Arbeitsintegration im Kanton Bern beleuchtet. Diese theoretische Annäherung bildet den Ausgangspunkt für den Hauptteil der vorliegenden Arbeit. Dieser besteht aus einer inhaltlich strukturierenden qualitativen Inhaltsanalyse des Dokuments «Detailkonzept Projekt Optimierung Arbeitsintegration AI-BE», womit mögliche Entwicklungen, Herausforderungen und Handlungsoptionen aus sozialarbeitereischer Perspektive ausgearbeitet sowie beurteilt werden.Die Analyse hat gezeigt, dass der Kanton Bern mit der Optimierung der Arbeitsintegration den Weg in Richtung Sparmassnahmen, Deregulierung und Privatisierung einschlägt. Diese Entwicklungen haben für die Soziale Arbeit und ihre Klientel erhebliche Auswirkungen. Beispielsweise zeichnen sich im geplanten Systemwechsel normative Ausrichtungen hinsichtlich Eigenverantwortung und Aktivierung ab, während arbeitsmarktliche Realitäten und Chancen überwiegend unberücksichtigt bleiben. Weiter eröffnet die Neuausrichtung auf Ebene der Zielsetzung von Integrationsprozessen ein Spannungsfeld zwischen Effizienz und Nachhaltigkeit.Aus dieser Ausgangslage resultiert für Fachpersonen Sozialer Arbeit das zentrale Problem, die Qualität ihrer Unterstützungsleistungen weiterhin zu gewährleisten. Dies, weil Integrationsprozesse im Rahmen von AI-BE beispielsweise nicht auf die Herstellung von Kommunikation ausgerichtet sind und der Erfolg nicht entlang persönlicher Ermächtigung gemessen wird. Vielmehr richten sich diese an beschleunigten Vorgängen, die mitunter Vertrauensverhältnisse zwischen der Klientel und den Fachpersonen erschweren und dazu führen können, dass Unterstützungsleistungen zunehmend ins Leere laufen.Deshalb folgt als zentraler Handlungsbedarf, die berufsethischen Überzeugungen der Sozialen Arbeit in Erinnerung zu rufen. Darin führen Fachpersonen nicht nur aus, sondern sind gegenüber der eigenen Professionslogik Rechenschaft schuldig. Darüber hinaus zeigt sich die Wichtigkeit für die Soziale Arbeit, in diesem Rahmen danach bestrebt zu sein, über den Diskurs sowie über politische Prozesse ihre Verhältnisse zu verbessern und damit auch für die Anliegen der Klientel einzustehen.
