The purpose of this research was to obtain from experienced battalion personnel estimates of the percentage of time that should be devoted to each of the numerous battalion activities by E1-E4 personnel in order to fulfill all mission and other requirements. Of particular interest was the amount of time to be devoted to mission related training. Data were obtained from questionnaires administered to current or previous battalion commanders, S-3s, assistant S-3s, executive officers, and battery commanders from each of the major types of USAREUR battalions. The estimates of percentage of duty time which should be devoted to the individual battalion activities varied with type of battalion. The percentage of time recommended for mission related training ranged from 31% to 52%. These estimates by experienced personnel offer guidelines for inexperienced commanders and S-3s to use in scheduling battalion activities. However, the estimates should be verified as to operational feasibility and optimization of combat readiness.

This paper was written in response to a request from the STINFO Division, Army Research Office, for suggestions regarding the training of users of Technical Information Centers, Technical Information and Analysis Centers, and any systems which might exist for the purpose of providing communication between Centers. It was concluded that all Center users should have a general understanding of how the Center processes information queries about information; a specific effort should be made to ensure that users do know how to obtain and to use the products and serives of the Center; information centers and systems should be so designed that they are easily usable by, and immediately acceptable to, the user. Training problems which might arise due to establishment of new Department of the Army Scientific and Technical Information (DA STINFO) systems were examined with respect to projected manpower requirements, personnel supply, and training requirements. It was concluded that (a) future needs for system designers can be met through the use of contractor and senior DA STINFO personnel; (b) future needs for administrators and operators of STINFO centers and systems will not be great, provided that the DA can retain those persons now in the DA STINFO system; (c) training of STINFO system administrators and operators can be improved, and suggestions were made regarding the use of handbooks, job aids, and monthly publications'' (d) training of administrators and operators for new STINFO systems should await the development of fairly precise specifications for these systems; and (e) the need to train and/or familiarize ''users'' of STINFO systems is a crucial problem which needs immediate attention. User training procedures and materials, to include the development of user handbooks and job aids, are discussed. (Author).
