For over four years, Washington responded to war in Bosnia by handing the problem to the Europeans to resolve and substituting high-minded rhetoric for concerted action. Then, in the summer of 1995, the Clinton administration suddenly shifted course, deciding to assert the leadership that would prove necessary to end the war in Bosnia. This book—based on numerous interviews with key participants in the decisionmaking process and written by a former National Security Council aide—examines how the policy to end the war took shape. Getting to Dayton is a powerful case study of how determined individuals can exploit their positions to change U.S. government policy on crucial issues. In so doing, Daalder not only explains how Washington launched the diplomacy that culminated at Dayton, but also why the subsequent peace proved to be difficult to establish. Ivo H. Daalder is a senior fellow at the Brookings Institution. From 1995 to 1996 he served on the National Security Council staff as Director for European Affairs, where he was responsible for coordinating U.S. policy for Bosnia. His most recent publications include The United States and Europe in the Global Arena (1998) and Bosnia After SFOR: Options for Continued U.S. Engagement (1997). He is co-author of Winning Ugly: NATO''s War to Save Kosovo, which will be published in 2000.

This work provides an understanding of the wars in Croatia and Bosnia-Herzegovina. These two interdependent wars were the greatest armed conflicts in Europe in the second half of the 20th century. This work provides an analysis of their successes and failures.

The paper proposes a simple, new, analytical framework for assessing the cost and benefits of macroprudential policies. It proposes a measure of net benefits in terms of parameters that can be estimated: the probability of crisis, the loss in output given crisis, policy effectiveness in bringing down both the probability and damage during crisis, and the output-cost of a policy decision. It discusses three types of policy leakages and identifies instruments that could best minimize the leakages. Some rules of thumb for policymakers are provided.

Are our ''democracies'' truly democratic? In the Name of the People examines the myth of modern democracy and finds it wanting. The various oligarchies of the world blame the madness of modern life on the greed and stupidity of ordinary people: this book argues that, on the contrary, elites indulge a limitless greed for power and wealth under cover of ''giving the people what they want''. As a coda to his short book, Ivo Mosley examines what true democracy has meant over the last two and a half millennia, and examines how it could be incorporated into current political structures to give them meaning, life and accountability.

Coccinellids have been very actively studied in the course of the twenty three years since "Biology of Coccinellidae" was published. The great amount of new, and often very important findings have made the previous book outdated and a new synthesis is needed. No other monograph of similar focus and extent has appeared. Iablokoff Khnzorian''s "Les Coccinelles" (1982), limited to the tribus Coccinellini, and Gor don''s "The Coccinellidae of America North of Mexico" (1985) both concentrate on taxonomy. Majerus'' beautiful "Ladybirds" (1994) deal specifically with British coc cinellids and address chiefly amateur naturalists. The focus and the title of the recent book are slightly different from the 1973 vol ume. If a satisfactory comprehensive review of important new findings is attempted, the book would grow too much, due also to References and Indexes. To keep the vol ume at a tolerable extent, the section on larval identification of Palaearctic species has been omitted; not much could be added to the previous version of that part, any way. However, we have kept Kovar''s chapter on morphology and anatomy, because of its relation to feeding and other ecological aspects. The chapter on phylogeny was updated also by him. Our Polish friend, Piotr Ceryngier, who has recently specialised in parasites, updated perfectly the parts on parasites and pathogens in Chapter 8. We would be glad if their contribution is quoted by their names. It seems to us that the remarks, contained in the reprinted preface to the previous volume, remain pertinent today.

Starting with well-researched work questioning the claims of opponents to shale-gas drilling, or ‘fracking’, Ivo Vegter argues that public opinion and policy ought to be informed by accurate data and reasoned argument. Using a wide range of examples, from nuclear accidents and oil spills to food additives and agricultural chemicals, he demonstrates why we should be as sceptical of the emotive rhetoric of environmentalists, which just as often turns out to be alarmist, or even false, as we are of corporate spin. Globally relevant, but offering a unique perspective from a developing country – South Africa – this book is a must-read for every thinking person who cares about the world we live in.

Democracy is not a universal good, it is a political system, and like all political systems it is open to corruption. The word ''democracy'' means ''rule by the people'', not rule by a simple majority. To achieve rule by all the people, it used to be accepted that as much of civil life should be kept out of party politics as possible. A mixed constitution was one way of achieving this. By absorbing into itself the institutions of civil society, the modern democratic state has become an ever more pervasive ''tyranny of the majority'' accountable to the electorate only once every few years. The powers it has assumed, together with the powers of corporations, represent a ''new world order'' that respects neither freedom, the individual, the vulnerable nor, in a true sense, the rule of law.

A good deal has been done to improve the safety of Americans on their own soil since the attacks of September 11, 2001. Yet there have been numerous setbacks. The Bush administration and Congress wasted at least six months in 2002 due to partisan disagreement over a new budget for homeland security, and as one consequence, resources were slow to reach first responders across the country. Most improvements in homeland security have focused on "refighting the last war"—improving defenses against attacks similar to those the country has already suffered. Not enough has been done to anticipate possible new kinds of terrorist actions. Policymakers have also focused too much attention on the creation of a department of homeland security—rather than identifying and addressing the kinds of threats to which the country remains vulnerable. While the creation of a cabinet-level agency focusing on homeland security may have merit, the authors of this study argue that the department will not, in and of itself, make Americans safer. To the contrary, the complexity of merging so many disparate agencies threatens to distract Congress and the administration from other, more urgent security efforts. This second edition of Protecting the American Homeland urges policymakers to focus on filling key gaps that remain in the current homeland security effort: identifying better protection for private infrastructure; using information technology to share intelligence and more effectively "connect the dots" that could hold hints to possible terrorist tactics; expanding the capacities of the Coast Guard and Customs Service, as well as airline transportation security; dealing with the possible threat of surface-to-air missiles to airliners; and encouraging better coordination among intelligence agencies. This book presents the state of art in the field of microbial zoonoses and sapronoses. It could be used as a textbook or manual in microbiology and medical zoology for students of human and veterinary medicine, including Ph.D. students, and for biomedicine scientists and medical practitioners and specialists as well. Surprisingly, severe zoonoses and sapronoses still appear that are either entirely new (e.g., SARS), newly recognized (Lyme borreliosis), resurging (West Nile fever in Europe), increasing in incidence (campylobacterosis), spatially expanding (West Nile fever in the Americas), with a changing range of hosts and/or vectors, with changing clinical manifestations or acquiring antibiotic resistance. The collective term for those diseases is (re)emerging infections, and most of them represent zoonoses and sapronoses (the rest are anthroponoses). The number of known zoonotic and sapronotic pathogens of humans is continually growing − over 800 today. In the introductory part, short characteristics are given of infectious and epidemic process, including the role of environmental factors, possibilities of their epidemiological surveillance, and control. Much emphasis is laid on ecological aspects of these diseases (haematophagous vectors and their life history; vertebrate hosts of zoonoses; habitats of the agents and their geographic distribution; natural focality of diseases). Particular zoonoses and sapronoses are then characterized in the following brief paragraphs: source of human infection; animal disease; transmission mode; human disease; epidemiology; diagnostics; therapy; geographic distribution.

When in the fourth century the Roman empire split into the Western and Eastern empires, the boundary between the two stretched from the Montenegrin coast up the river Drina to the confluence of the Sava and the Danube and then further north. This boundary has remained virtually unchanged for 1,500 years: the European, Catholic West and the Orthodox East meet on Slav territory. There were, and still are, ethnic similarities between the peoples on either side of the divide, but their culture and history differ fundamentally. In American Foreign Policy and Yugoslavia, 1939-1941, Ivo Tasovac contends that Yugoslavia acted as an unwilling prop for American involvement in World War II. As a result of America''s commitment to Britain as an exception to their doctrine of neutrality, and of Winston Churchill and Franklin Roosevelt''s shared eagerness for conflict and suppression of Germany, the war and ensuing Communist takeover of Eastern Europe were inevitable. With Yugoslavia cast as the endangered barrier between the Germans and the Mediterranean, Churchill was able to establish an unquestionable need for U.S. military action. Britain''s leader could seize on the small country as a staging area for activating the Soviets in order to eliminate Italy and weaken Germany in the process. Tasovac contends that pressure from the British government and the American diplomats investigating the situation in fact enforced the Serbian coup d''etat to overthrow Prince Paul of Yugoslavia when he appeared sympathetic to Germany, even though the Serbians had no intentions of fighting.
