For over four years, Washington responded to war in Bosnia by handing the problem to the Europeans to resolve and substituting high-minded rhetoric for concerted action. Then, in the summer of 1995, the Clinton administration suddenly shifted course, deciding to assert the leadership that would prove necessary to end the war in Bosnia. This book—based on numerous interviews with key participants in the decisionmaking process and written by a former National Security Council aide—examines how the policy to end the war took shape. Getting to Dayton is a powerful case study of how determined individuals can exploit their positions to change U.S. government policy on crucial issues. In so doing, Daalder not only explains how Washington launched the diplomacy that culminated at Dayton, but also why the subsequent peace proved to be difficult to establish. Ivo H. Daalder is a senior fellow at the Brookings Institution. From 1995 to 1996 he served on the National Security Council staff as Director for European Affairs, where he was responsible for coordinating U.S. policy for Bosnia. His most recent publications include The United States and Europe in the Global Arena (1998) and Bosnia After SFOR: Options for Continued U.S. Engagement (1997). He is co-author of Winning Ugly: NATO''s War to Save Kosovo, which will be published in 2000.

The paper proposes a simple, new, analytical framework for assessing the cost and benefits of macroprudential policies. It proposes a measure of net benefits in terms of parameters that can be estimated: the probability of crisis, the loss in output given crisis, policy effectiveness in bringing down both the probability and damage during crisis, and the output-cost of a policy decision. It discusses three types of policy leakages and identifies instruments that could best minimize the leakages. Some rules of thumb for policymakers are provided.

As a coda to his short book, Ivo Mosley examines what true democracy has meant over the last two and a half millennia, and examines how it could be incorporated into current political structures to give them meaning, life and accountability.

Coccinellids have been very actively studied in the course of the twenty three years since "Biology of Coccinellidae" was published. The great amount of new, and often very important findings have made the previous book outdated and a new synthesis is needed. No other monograph of similar focus and extent has appeared. Iablokoff Khnzorian''s "Les Coccinelles" (1982), limited to the tribus Coccinellini, and Gor don''s "The Coccinellidae of America North of Mexico" (1985) both concentrate on taxonomy. Majerus'' beautiful "Ladybirds" (1994) deal specifically with British coc cinellids and address chiefly amateur naturalists. The focus and the title of the recent book are slightly different from the 1973 vol ume. If a satisfactory comprehensive review of important new findings is attempted, the book would grow too much, due also to References and Indexes. To keep the vol ume at a tolerable extent, the section on larval identification of Palaearctic species has been omitted; not much could be added to the previous version of that part, any way. However, we have kept Kovar''s chapter on morphology and anatomy, because of its relation to feeding and other ecological aspects. The chapter on phylogeny was updated also by him. Our Polish friend, Piotr Ceryngier, who has recently specialised in parasites, updated perfectly the parts on parasites and pathogens in Chapter 8. We would be glad if their contribution is quoted by their names. It seems to us that the remarks, contained in the reprinted preface to the previous volume, remain pertinent today.

Democracy is not a universal good, it is a political system, and like all political systems it is open to corruption. A good deal has been done to improve the safety of Americans on their own soil since the attacks of September 11, 2001. Yet there have been numerous setbacks. The Bush administration and Congress wasted at least six months in 2002 due to partisan disagreement over a new budget for homeland security, and as one consequence, resources were slow to reach first responders across the country. Most improvements in homeland security have focused on "refighting the last war"—improving defenses against attacks similar to those the country has already suffered. Not enough has been done to anticipate possible new kinds of terrorist actions. Policymakers have also focused too much attention on the creation of a department of homeland security—rather than identifying and addressing the kinds of threats to which the country remains vulnerable. While the creation of a cabinet-level agency focusing on homeland security may have merit, the authors of this study argue that the department will not, in and of itself, make Americans safer. To the contrary, the complexity of merging so many disparate agencies threatens to distract Congress and the administration from other, more urgent security efforts. The purpose of this book is to describe the rules of due process as they are being applied today and as they have evolved over the years. The book offers an intensive analysis of the more important issues of due process that arise in the quasi-criminal context of infringement proceedings and in the somewhat less adversarial context of merger clearance proceedings.

This book presents the state of art in the field of microbial zoonoses and sapronoses. It could be used as a textbook or manual in microbiology and medical zoology for students of human and veterinary medicine, including Ph.D. students, and for biomedicine scientists and medical practitioners and specialists as well. Surprisingly, severe zoonoses and sapronoses still appear that are either entirely new (e.g., SARS), newly recognized (Lyme borreliosis), resurging (West Nile fever in Europe), increasing in incidence (campylobacterosis), spatially expanding (West Nile fever in the Americas), with a changing range of hosts and/or vectors, with changing clinical manifestations or acquiring antibiotic resistance. The collective term for those diseases is (re)emerging infections, and most of them represent zoonoses and sapronoses (the rest are anthroponoses). The number of known zoonotic and sapronotic pathogens of humans is continually growing − over 800 today. In the introductory part, short characteristics are given of infectious and epidemic process, including the role of environmental factors, possibilities of their epidemiological surveillance, and control. Much emphasis is laid on ecological aspects of these diseases (haematophagous vectors and their life history; vertebrate hosts of zoonoses; habitats of the agents and their geographic distribution; natural focality of diseases). Particular zoonoses and sapronoses are then characterized in the following brief paragraphs: source of human infection; animal disease; transmission mode; human disease; epidemiology; diagnostics; therapy; geographic distribution.

While most popularly known for his oil paintings, he was equally proficient as a watercolorist and printmaker in etching. After eleven weeks of bombing in the spring of 1999, the United States and NATO ultimately won the war in Kosovo. Serbian troops were forced to withdraw, enabling an international military and political presence to take charge in the region. But was this war inevitable or was it the product of failed western diplomacy prior to the conflict? And once it became necessary to use force, did NATO adopt a sound strategy to achieve its aims of stabilizing Kosovo? In this first in-depth study of the Kosovo crisis, Ivo Daalder and Michael O''Hanlon answer these and other questions about the causes, conduct, and consequences of the war. Based on interviews with many of the key participants, they conclude that notwithstanding important diplomatic mistakes before the conflict, it would have been difficult to avoid the Kosovo war. That being the case, U.S. and NATO conduct of the war left much to be desired. For more than four weeks, the Serbs succeeded where NATO failed, forcefully changing Kosovo''s ethnic balance by forcing 1.5 million Albanians from their home and more than 800,000 from the country. Had they chosen to massacre more of their victims, NATO would have been powerless to stop them. In the end, NATO won the war by increasing the scope and intensity of bombing, making serious plans for a ground invasion, and moving diplomacy into full gear in order to convince Belgrade that this was a war Serbia would never win. The Kosovo crisis is a cautionary tale for those who believe force can be used easily and in limited increments to stop genocide, mass killing, and the forceful expulsion of entire populations. Daalder and O''Hanlon conclude that the crisis holds important diplomatic and military lessons that must be learned so that others in the future might avoid the mistakes that were made in this case.
