English Abstract: The European Stability Mechanism (ESM) serves to underpin the structural framework and buttress the functional effectiveness of the overarching comprehensive financial stability system in the European Union. The ESM provides financial supports in the cash or non-cash form exclusively for eurozone countries in a situation of economic emergency through various bailout programmes such as loans, precautionary financial assistance, direct and indirect recapitalization, primary market support facility, and secondary market support facility. Specifically, the ESM bailout programmes assist eurozone countries undergoing, or faced with the imminent threat of, an economic crisis in restoring a disrupted or destabilized domestic financial system where there is no available self-help means for dealing with it. An underlying concern over the operation of ESM programmes arises from the perspective of the normative interface between international trade law and international financial law. The controversial question can be raised whether, and how, the mechanics of how the ESM programmes work interacts with the WTO subsidy rules. Consider that a particular ESM bailout programme has a wide range of economic effects that ultimately end in extending over domestic industries and conferring direct or indirect economic benefits upon specific ailing companies and industries. This program, albeit disputably, would be deemed a form of financial contribution by a public body of the EU and further fall within the meaning of a trade-distortive subsidy under the WTO Agreement on Subsidies and Countervailing Measures. With this mind, this article provides a pioneer multidimensional anatomy of legal and regulatory landscape of ESM bailout programmes. Thus, the article is aimed at providing an in-depth investigation of the full spectrum of functional and structural framework of the ESM bailout mechanism and an unprecedented legal analysis of its compatibility with the WTO subsidy rules.

This study presents novel reliability-based design optimization (RBDO) methods with mixture of random and interval uncertainties. While conventional second-order reliability method (SORM) contains three types of errors, novel SORM proposed in this study avoids the other two types of error by describing the quadratic failure surface with the linear combination of noncentral chi-square variables and using the linear combination of probability of failure estimation. Sensitivity analysis on the developed SORM is then performed for more accurate RBDO. As an alternative to analytic RBDO, sampling-based RBDO is used in case when gradients of performance functions are not available. In this study, interval uncertainty is newly incorporated into existing sampling-based RBDO, since distribution of random uncertainty may not be always identified. Sensitivity-based interval analysis method is developed, which is integrated into optimization framework. It is demonstrated in numerical example that the proposed method efficiently converges to optimum design within a few design cycles. The RBDO approach is further applied to turbomachinery bladed disk, whose dynamic response is very sensitive to presence of uncertainties when interblade coupling is weak. Multi-objective optimization method is developed for optimal piezoelectric circuitry design to simultaneously achieve delocalization of vibration modes and vibration suppression, which is integrated into the host bladed disk structure. Since piezoelectric material cannot withstand the high temperatures, this method is limited to fan blades that is operated at mild temperatures. Alternatively, this study develops the mathematical framework of reliability-oriented optimal design for bladed disk throughout modification of geometry/material properties of blades utilizing intentional mistuning technique, which is applicable to both compressor blades and high pressure turbine blades that are operated at severe temperatures. Both random uncertainty of blades and interval uncertainty of disk connections are considered. It is demonstrated in case studies that durability and reliability in bladed disk can be achieved using the proposed methods.

간밤에 꿈을 꾸었습니다. 아내와 둘이 한 번도 가보지 않은 재개발 빈민촌 같은 곳을 갔는데, 길이 미로와 같아서 빠져나가는 길을 찾을 수가 없었습니다. 해는 이미 저물어 어둡고 비는 내리는데 불이 켜진 집도 별로 없고 간혹 불이 켜진 집이 있다고 해도 와트 수가 아주 낮은 백열등이 희미하게 켜져 있을 뿐이었습니다. 지나는 사람이 없어서 길을 물어볼 수도 없는 상황에서 느낌으로 무작정 큰길을 찾아 헤매고 있던 중 앞쪽에서 40세 정도 되는 젊은 사람이 다가오고 있어서 길을 물으려고 했더니 그 사람 역시 길을 찾지 못하고 갈팡질팡하는 중이었습니다. 그렇게 한동안을 방황하다 결국 큰길을 찾기는 했는데 너무나 외진 곳이고 늦은 시간이라 버스도 없고 건물이라고는 삼 층 정도 되는 작은 건물 세 채가 전부 다여서 어둡고 칙칙하기는 골목 안과 별로 차이가 없었습니다. 내 차를 집 차고에 세워 놓고 온 것을 후회하고 있는데 앞에서 갑자기 택시의 지붕등과 실내등이 환하게 켜지며 인자하게 생긴 기사님이 어서 오라고 손짓을 하여 얼마나 반가웠는지 몰랐습니다. 신학을 공부하지도 않았고 더욱이 성경을 잘 알지도 못하는 사람이 이런 글을 쓰느라고 시간이 나는 대로 서재에 앉아 있던 시간이 내겐 알지도 못하는 곳에서 비 오는 밤길을 헤매는 것 같았습니다. 그리고 이제 서툰 글을 끝내고 나니 집으로 돌아가서 쉴 수 있을 것 같은 기분입니다. 글을 쓰느라 미루었던 신제품들도 출시를 할 겁니다. 그리고 시간 여유도 많아질 것 같습니다. 이 글은 몸이 불편한 어떤 집사님께 위문 편지를 쓰면서 시작이 되었습니다. 성경 얘기, 기독교 얘기를 쓰다 보니 자꾸만 교회의 어두운 면과 못된 목사들의 더러운 짓들이 지속적으로 떠올랐고 또 십일조와 주일성수라는 명분을 앞세워 교인들을 착취하는 한국 교회가 너무 한심한 생각이 들어서 예전에 그 집사님에게 쓴 편지 중에서 십일조와 안식일 부분을 조금 더 자세히 써서 책을 만들면 좋겠다는 생각으로 책을 쓰던 중에 갑자기 내가 이런 책을 쓴다고 누가 봐주겠나 하는 생각이 들어서 ‘그래 만약 나중에 차를 벤틀리로 바꿀 수 있다면 그때 기념으로 출판을 하자!’고 장난 반으로 생각을 하고 쓰기를 중단했습니다. 그런데 그럴 수가 없었습니다. 목사들의 비행과 도둑질이 자꾸 귀에 들려오고 우리 집에 놀러 오는 사람들도 교회의 타락과 그것을 주도하는 목사들에 대해 불만을 많이 토로했습니다. 그래서 책을 다시 쓰느냐 마느냐를 결정하기 위해 기드온에게 보여주신 것과 같은 증거를 내게도 보여 달라고 기도를 했는데 기도의 응답이 오기 시작했습니다. 나는 사업을 하는 사람이니 매출을 가장 중요하게 생각합니다. 더군다나 지금은 사업의 주력을 도매상 중심에서 인터넷으로 바꾸고 있는 상황이라 아직 비중은 작지만 인터넷 매출에 특히 민감합니다. 그런데 마치 여호수아가 아멜렉과 싸울 때 모세가 지팡이를 든 손을 올리면 전투에서 이기고, 내리면 전세가 뒤집어지는 것같이 저녁에 책을 쓰면 그날 밤부터 다음날 오전까지 주문이 들어왔고, 그리고 오전 출근 전에 책을 쓰면 그날 오후에 주문이 들어왔습니다. 만일 게으름을 피우거나 꼭 필요치는 않은데 내가 하고 싶어서 다른 일을 하면 반드시 주문이 줄어듭니다. 그런데 예외가 있습니다. 피치 못할 일이거나 책을 못 쓸 만한 당위성이 있을 때는 책을 쓰지 않아도 주문이 계속 들어옵니다. 이 경우는 피치 못할 일이 끝나면 반드시 책을 써야 됩니다. 그렇지 않으면 주문은 다시 중단이 됩니다. 그래서 나는 그런 경우를 ‘가불을 받았다’고 표현합니다. 그렇게 떠밀리며 신제품 출시나 광고 자료 개발도 미루고 책을 썼습니다. 내 딴에는 성경도 열심히 읽고, 찾아보고, 논문이나 관련 자료도 많이 참고하려고 노력을 했지만 많은 부분이 미진하고, 틀린 곳도 많이 있을 겁니다. 미숙한 평신도의 글이니 양해를 바라며 혹시라도 성경을 잘못 이해하고 있거나 아니면 못된 목사들의 감언이설과 거짓말에 속아서 신앙생활이 아닌 그릇된 교회 생활을 하는 분들 중 한 분이라도 이 글을 통해서 하나님을 제대로 이해하고 행복해지셨으면 하는 바람에 송구스럽지만 졸작을 들이밀어봅니다.
