Australia has long been observed to experience ENSO (El Niño Southern Oscillation) of alternating flooding and drought. It is currently experiencing its fourth year of La Niña heavy rain and flooding. At some stage this will revert to one or more years of El Nino drought, often severe. In previous years of drought consideration was given to alternative water supply including recycled wastewater. This paper reflects upon the case of the previous period of El Niño drought in South East Queensland with the aim of contributing to drought mitigation planning through reviving consideration of recycled water.

The Epidemiology of Ixodes Scapularis and Borrelia Burgdorferi Collected from Pet Dogs in an Emerging Lyme Disease Risk Area of Southeastern Ontario, Canada
The major objectives of this thesis were to identify the tick species parasitizing companion dogs in southeastern Ontario, determine demographic and management factors associated with the carriage of I. scapularis and B. burgdorferi-positive ticks, and identify clustering of the carriage of these organisms in space, time, and space-time. Seven species of ticks from 543 companion dogs were collected from 20 participating veterinary hospitals. Ixodes scapularis were detected on 85.6% of parasitized dogs, and 7.5% of these dogs were carrying at least one B. burgdorferi-positive tick. The odds of I. scapularis parasitism was significantly greater in fall and spring compared to summer, with closer proximity to Lake Ontario, in female compared to male dogs, in dogs weighing over 30 kg, and in dogs that had not visited a farm. Significant spatial, temporal and space-time clusters were identified that were frequently consistent with surveillance data acquired from active tick surveillance.

The Architecture of Procession
This thesis is an exploration of the role of processional architecture in articulating the Qutb Shahi necropolis in southern India at the beginning of the Qutb Shahi dynasty (mid-16th C). More precisely, it analyzes two processional pathways that connected Golconda Fortress to the Qutb Shahi necropolis. The pathways were significant because of the political and spiritual qualities they held. They extended northward toward a Sufi shrine and water complex, and beyond that to the antecedent capital of Bidar 135 kilometers to the northwest. Later, these paths would be important in connecting Golconda and the necropolis with the city of Hyderabad founded in 1591. Methods used to examine these pathways are a mix of historical, topographical, visual, and spatial investigations as they relate to the wider political and spiritual patronages of the sultanate. The first part of each chapter provides context of the wider patronage of each sultan. The second part explores the landscape of procession by moving through the pathways as they were laid out. The third part shows how the series of structures take advantage of the natural topography by framing key "views" of the processional ways and thereby connect Golconda to the necropolis. The final section of each chapter shows how these larger perspectives help to interpret the spatial layout of tombs on the necropolis. Through this analysis of four spatial relationships, the thesis shows how the tomb complex was defined by an initial pair of orientations to the East and South, which shifted to a primary emphasis to the South during the reign of Sultan Ibrahim Quli Qutb Shah (1550-1580), and back to the East during the reign of Sultan Muhammad Quli Qutb Shah (1580-1611.) As the Sultanate evolved, the pathways became, and remained, as important as the critical monuments of spiritual and political significance that they connected.

Philip lArkin This book is about those very old people who have a great many memories but few friends left to share them with. It is about valuing and using their memories to enhance the quality of their lives, that is, about reminiscence work. Many professionals offer this help to older people, including nurses, social workers, occupational therapists and clinical psychologists, as do families and voluntary workers. Its elements can be incorporated into day-to-day contacts with older people or it may take place in more structured settings. The transitional period from mature middle age to dependent old age is neither distinct nor precise. It does not occur at an identifiable time, it may be prolonged and it may not be obvious to the old people or their families. Over little more than half a century, the value added tax (VAT) has risen to become one of the world''s most dominant revenue instruments. However, very little is known about what has contributed to the VAT''s rapid rise. This dissertation contends that this gap is due in part to neglect and in part to the dominance of a received explanation that attributes the VAT''s rise to its merits. Upon closer examination, this explanation generally rests on the merits of an ideal or good VAT that is rarely, if ever, realised in practice by the real VATs that have actually been introduced. This dissertation contends that the discrepancy between the good VAT and real VATs is one of many factors which demonstrate the inadequacy of the merits-based explanation of the VAT''s rise. In light of the fact that it is real VATs that have actually risen, this dissertation proposes a new approach to explain the rise of these real VATs. To demonstrate the benefits of an alternative approach, the dissertation draws on policy analysis to examine two case studies, the introduction of a VAT in Australia and the resistance to VAT reform in the United States. The case studies reveal that merits are unable to account for both the decision to adopt a VAT and for the real VATs that get adopted. The analysis shows that an understanding of the histories and institutions that both enable and constrain policy choices is crucial to explaining the rise of real VATs. This dissertation continues, however, where most policy accounts end and focuses on the interaction between these local histories of VAT reform and key decisions relating to the legal design, administration and implementation of the VAT. This focus on law enables insights into real VATs that are lost in many policy accounts of VAT reform or that are ignored, downplayed or insufficiently accounted for in the conventional merits-based explanations of the VAT''s rise. This dissertation makes a significant contribution to both tax law and policy analysis. The challenge it presents to conventional understandings of the VAT''s rise, in turn, reveals new insights into the rise of this important revenue instrument. The law in this dissertation is at 31 January 2012.
