The current picture of long-term services and supports (LTSS) documented by families, policymakers, researchers, and service providers is complex, confusing, and frustrating. It is a ship struggling with the weight of escalating costs and an increasing number of passengers seeking access and safe passage. Services and supports are scattered throughout numerous federal programs, with uncertain points of entry and different rules of eligibility defined by geography, income level, age, and nature and type of disability. There is no comprehensive national policy focused on LTSS that is free from the medical model and institutional bias of long-term care (LTC). However, at the state and local levels, there is a push to move forward: setting new policies, reallocating resources, testing new service delivery approaches, and engaging individuals with disabilities and families in a public dialogue to redesign the ship to support a consumer-responsive system that encourages choices, seeks flexibility in service delivery, invests in public-private colLabouration, and values the role of formal and informal caregivers. None of the highlighted activities can offer a comprehensive roadmap to reform of existing systems. However, each highlighted state or local system focuses a spotlight on innovative thinking, including policies, processes, and methods of administration to help guide the redesign efforts for the future. This book identifies and highlights selected activities at the state and local levels that are leading toward increased access to LTSS with federal and state dollars. A growing number of states are re-evaluating their current systems to identify a range of options for consumers to remain in their own homes or communities rather than be forced into more restrictive environments and skilled nursing facilities. Researchers selected five states to profile and analysed current activities that are in different stages of development toward the goal of comprehensive, person-centred service and support programs.

In the rubber industry, one of the most widely practiced processes is the reinforcement of rubber by particulate fillers, especially carbon black and silica. This process is of such importance that more than 99% of rubber products contain fillers, and the research and development of fillers have become the most widely researched area in rubber science and technology. Collectivistic cultures have been characterized as having harmonious, cooperative ingroup relationships. Yet we find evidence that people in collectivistic cultures are more vigilant toward ingroup members, mindful of their possible unethical intentions. Study 1 found that Chinese participants were more vigilant than Americans in within-group competitions, anticipating more unethical behaviors from their peers. Study 2 replicated this finding by comparing areas within China, finding that people from China's collectivistic rice-farming regions exhibit greater ingroup vigilance than people from the less collectivistic wheat-farming regions. The rice-wheat difference was mediated by greater perceived within-group competition. Study 3 found that Chinese participants were more likely than Americans to interpret a peer's friendly behavior as sabotage in disguise. We also manipulated within-group competition and found that it increased ingroup vigilance in both cultures. Lastly, Study 3 identified two boundary conditions where cultural differences in ingroup vigilance decrease: an unambiguously competitive win-lose situation where Americans also exhibit vigilance, and an unambiguously cooperative win-win situation where Chinese participants relax their vigilance. This research contributes to a more balanced view of collectivism, revealing its interpersonal tensions in the forms of within-group competition and ingroup vigilance.

Agriculture and food systems in Latin America and the Caribbean Region (LAC) are rightfully recognized as among the most successful on the planet: they have fed a fast-growing population, facilitated economic development, enabled urbanization, generated substantial exports, and helped drive down global hunger and poverty. Yet despite these significant contributions, the public image of the region's agriculture and food systems as dynamic, productive, and efficient reflectsonly part of a more complicated reality. The impressive achievements have come at the expense of significant environmental and health costs. LAC agriculture uses over one-third of the region's land area, consumes nearly three-quarters of the region's fresh water resources, and generates almost one-half of the region's greenhouse gas emissions. And despite the consistent food production surpluses, millions of people in LAC regularly go hungry or suffer from malnutrition and related diseases. In short, the region's successes in feeding the population and exporting food to the rest of the world are exacting high costs on people and on the environment.

This thesis sets out to analyze how restricting rest (sleep) locations for long-haul truckers may impact operational productivity, given hours-of-service regulations. Productivity in this thesis is measured by the minimum number of unique drivers required to feasibly execute a set of load requests over a known planning horizon. When drivers may stop for rest at any location, they may maximize utilization under regulated driving hours. When drivers may only rest at certain discrete locations, their productivity may be diminished since they may no longer be able to fully utilize available service hours. These productivity losses may require trucking firms to operate larger driver fleets.

Reversing Africa's decades-long decline in soil productivity levels poses a major challenge, and one that cannot be addressed without increased use of appropriate fertilizer nutrients. The 2006 World Bank Africa Fertilizer Strategy Assessment was undertaken to inform policy makers, providing them with guidelines on measures to effectively raise fertilizer use. This Note draws upon the material prepared for the above fertilizer strategy assessment, summarizes the information on the approaches to enhancing fertilizer supply and use in Africa, and identifies some future steps.
