We develop a stylized model to investigate the impact of financial options on reducing carbon permit price volatility under a cap-and-trade system. The existence of an option market provides a mechanism to hedge the uncertainty of future spot prices and is a stimulus for investment in carbon emission abatement technologies. We show that both the spot price level and the price volatility of carbon permits can be reduced via the trading of financial options, while achieving the emission reduction target. We also show that introducing financial options in a banking environment offers more flexibility to risk management in carbon permit trading.

A study investigated the way in which children make use of morphemic information when they are learning to spell. Specifically, it examined the use of morphemic information in spelling compound words; the use made of morphemic information when adding suffixes to words, and the way the morphological rule governing the formation of the past tense is acquired. Subjects, 360 7-to-9-year-old children from 30 schools in Melbourne, Australia, were administered spelling tests over a 3-day period. Results showed that many of the children did not appear to be aware of the significance of the morphemic structure of the words they were asked to spell, and knowing how to spell a morpheme in one context did not ensure that it would be spelled correctly in another. The children''s spelling of the irregular past tense morpheme indicated that they were attempting to apply a rule, but for many the rule was difficult to acquire. The bilingual children in the sample, as a group, were less competent than the monolingual children at making use of morphemic information, but the difference was not great, and the error patterns of the two groups were similar. We investigate the causes behind the underwhelming adoption of voluntary Time-of-Use (TOU) tariffs in the residential electricity market. TOU tariffs are deployed by utilities to better match electricity generation capacity with market demand by giving consumers price incentives to reduce their consumption when electricity demand is at its peak. However, consumers in residential electricity markets are heterogeneous in their consumption preferences. Hence, utilities face a trade-off when deploying voluntary TOU tariffs -- to provide aggressive price incentives that will only appeal to consumers with flatter profiles or milder incentives to appeal to a larger proportion of the market. Using a game-theoretic model, we identify the key factors that determine the viability of voluntary TOU tariff deployment. On the supply side, the gap between wholesale prices in the peak and off-peak periods determines how much the utility stands to benefit by inducing demand response. On the demand side, heterogeneity within target consumer sets determines how much demand response the utility can induce with a certain price incentive. We show that misaligned incentives between utilities and regulators lead to underwhelming TOU tariff adoption compared to the socially desirable level, and that this under-adoption is worse when consumption preferences are uniformly distributed. We also evaluate the degree of cross-subsidization across tariff structures to identify their implications for equity among the different consumer types, and find that low levels of voluntary TOU adoption are less equitable than the default tariffs.
