The Effect of Mobile Device Use and Headline Focus on Investor Judgments
This study conducts two experiments to examine how investors'' judgments differ when they read a press release using either a mobile device or a computer. Results show that when investors use a mobile device, information related to a specific headline (mentioning a specific part of the news like “net income” or “revenue”) influences their investment judgments more than when investors use a computer. This effect is robust to specific headlines that focus on either positive or negative information. In contrast, investors'' judgments do not differ when they use a mobile device compared to a computer and the headline is general (using the broad term “results”). We replicate our findings in a second experiment and provide evidence that the observed effect occurs because investors who use their mobile device are in a more distracted frame of mind, which in turn increases the influence of prominent information. Our results suggest that managers'' presentation choices may have a greater influence on investors as they increasingly rely on mobile devices to research and execute investment decisions.

A New Spectrum License for Old Circumstances
In this paper, we apply an idea few are familiar with to a situation resolved over a decade ago. Why? We consider the idea of a spectrum license with certain traditional features, but where the regulator retains an option to modify parameters of the license in pre-specified ways over time. For example, the regulator may guarantee access to a particular spectrum bandwidth but retain the option to change the center frequency within a specified band with appropriate notice. The intent of this licensing structure is to provide flexibility for the regulator and certainty for the licensee that does not always exist under current licensing approaches. In this paper, we examine, retrospectively, the application of this license-with-an-option feature to the case of Nextel Communications interfering with public safety communications in the 800 MHz band. This issue initially surfaced in 1999 and took until 2004 to reach agreement on a resolution. Implementation of the accord took nearly four years more. The resolution required several proposals by the FCC and others and over 2,200 filings by interested parties. The duration and rich variety of concerns covered by the proceedings provide the opportunity to examine a new idea in the context of an old problem. Despite the historical perspective, the underlying spectrum management issues remain as relevant as ever, and we examine the application of the new license concept looking forward as well as backward. Our license proposal is intended to provide flexibility and certainty to a variety of situations, including (1) changes in technology, demand, or use; (2) coexistence between multiple services, and; (3) efficient use of spectrum over time. These were central issues in the Nextel interference proceedings but re-surfaced in recent cases such as the LightSquared proposal, and even current debates over spectrum sharing with public safety. Spectrum issues such as allocation and allotment, assignment, service rules, and compliance and enforcement continue as contentious management issues, even as the situations and applications evolve. We suggest that existing fixed licensing models are sub-optimal, and in some cases are themselves the source of inflexibility and artificial scarcity. In this paper we contribute, via a case study, further development of a license model that augments existing approaches across a wide range of governance models and assignment strategies. This license capitalizes on the present trends toward spectrum sharing and more efficient use of existing spectrum and advances a model that assists with these goals.

Impact of Internet Applications on Mobile Network Revenues in Developing Countries
Mobile technologies are known to be a key contributor to socio-economic growth and productivity across the globe. Within the mobile industry, continuous improvements such as smarter devices, faster connections speeds, larger bandwidths and a plethora of applications (or “apps”) are transforming the structure of mobile networks in terms of design, usage, pricing and revenue. Sub-Saharan Africa (SSA) is home to the fastest growing mobile market in the world. Within the next 5 years, mobile broadband connections in the region are expected to increase by over 100%, as the availability of cheaper devices drive new mobile broadband connections up by 400 million users. This is in line with a global shift to data-intensive communication and increased connectivity; with consumers connecting multiple devices and streaming large media content over mobile broadband. However, in SSA - largely due to digital literacy barriers - communications are predominantly non-smart; with 88% of the mobile traffic being voice and SMS, generating high revenues for mobile providers (5.7% of the GDP in 2014). From a user perspective, mobile service is relatively expensive in SSA where consumers can spend up to 28% of their disposable income on mobile phone service and are motivated to find lower-cost options. Globally the number of minutes spent on calls and number of text messaging via SMS globally are reducing. This correlates with users turning to over-the-top (OTT) Internet applications for messaging and calling, such as WhatsApp, Skype, WeChat and FaceTime. Applications like WhatsApp with lower per message costs remain relatively unknown in countries with flat-rate pricing like the US, whereas worldwide there are 1B WhatsApp users mainly in price-sensitive developing countries. This paper investigates how the emergence of mobile broadband and OTT apps have affected individual spending habits on mobile as a resource in SSA, and how this change in demand has affected the revenue of Mobile Network Operators (MNOs) over time. The findings from this study can be used by telecommunications regulators to inform policy decisions such as those involving rural access and its implementation Net Present Value. Prior research has focused on how mobile broadband can increase economic growth and also how it affects mobile revenues. However, to the best of the authors'' knowledge, there have been no studies published on how it affects consumers'' willingness to pay for mobile voice, SMS, and data services. Furthermore, there is a lack of research on the impact of OTT services on mobile revenue in a region with limited prior access to the Internet. The long-term goal is to consider how these revenue changes might impact the network operators and possibly even network design. This paper uses primary data collected from key MNOs and subscribers in a number of African countries, including Nigeria and Rwanda where we have access to detailed (anonymized) call record data. This study is also complemented by the use of secondary data published by relevant regulatory bodies in the countries as well as data from the World Bank.

This emerging market is characterised by the circulation of bodily materials (tissues, organs and bio-information), patients and expertise across what traditionally have been relatively secure ontological and geographical borders. Crossing both disciplinary and geographical boundaries, this volume draws together a number of important contributions from acknowledged leaders in three respective fields: the trade in bodily commodities, biomedical tourism and migration of health care professionals. It explores and maps out the key characteristics of this emerging, although as yet poorly researched global trade, questioning how, where and why bodies cross borders, whether this exacerbates existing health inequalities and how these circulations impact on healthcare services.
