Learning to Listen: Listening Pedagogies and Practices in Music and Rhetoric historicizes the attention paid in rhetorical scholarship to listening by examining listening pedagogies and practices in both the situation of classical music in the early twentieth century and throughout the history of rhetorical education. In the cases I examine in the three main chapters of this study, I look to speeches given in concert halls, pieces of music criticism, programs for orchestra concerts, advertisements, theoretical writings, and music education practices. My analysis of these artifacts reveals that multiple listening pedagogies circulated in the early twentieth century and that each listening pedagogy carried with it an attendant sense of how rhetoric works. In three interstitial chapters, I move across the history of rhetorical education, studying the ancient rhetorical education practices of the gymnasium, the elocutionary movement of the late seventeenth through early twentieth centuries, and the contemporary trend toward multimodal composition. These interstitial chapters demonstrate how listening pedagogies have been stitched into rhetoric and compositions disciplinary history, if sometimes implicitly. This study argues that listening matters to how rhetoric is practiced and sensed, that listening practices can be taught, that historical sensory practices can be studied through historical pedagogical materials, and that training in listening should be a significant part of a contemporary rhetorical education.

Early Childhood Development in Qatar
Early childhood development (ECD) is a multidimensional process that takes place from conception until age five. These years mark the most important period for an individual''s development. In this period, the building blocks of the brain and nervous system are formed, and critical skills and capacities begin to develop across a number of interrelated domains (Nelson 2000). Despite this ample international evidence, the state of ECD in Qatar has thus far been understudied. Child development outcomes in Qatar are below what is expected given its level of economic development. Gaps in self-regulation skills persist, with a third of children ages three and four being unable to attend to, and focus on, simple tasks without being distracted easily. As a tripartite collaboration between the World Innovation Summit for Education (WISE) at Qatar Foundation, the Ministry of Education and Higher Education of the State of Qatar and the World Bank, this study begins to fill this gap by providing an overview of the state of ECD in Qatar and setting forward recommendations to strengthen ECD in the country. The report first analyzes ECD outcomes in Qatar, examining how Qatar fares in five ECD domains compared to other countries. Section two builds the evidence base in the Qatari context by testing whether specific ECD programs are associated with improved child outcomes in the country. Section three takes a systemic view, analyzing the policies that govern ECD in Qatar and offers recommendations for their enhancement. Finally, section four concludes with a summary of key policy recommendations and some considerations for their implementation.

New York City, like other major cities around the world, has acknowledged the problem of climate change, undertaken a comprehensive risk assessment, created a suite of adaptation and mitigation planning initiatives, and begun to implement policies to decrease the city''s contribution to the problem and to make the city less vulnerable to the effects of climate change. This detailed analysis of the city''s climate change resilience initiatives concludes that, although many of the city''s initiatives provide a model for other coastal communities, the initiatives likely still fall short of what is required to sufficiently moderate harm from dangerous interference with the climate system. The city''s robust suite of initiatives put it ahead of the pack as compared to most other U.S. municipalities, especially with respect to comprehensive reform of zoning and building codes, integrated mitigation and adaptation planning, transparent climate change-related data analysis initiatives, and commitment to reduce GHG emissions 80% by 2050 from 2005 levels and progress toward that goal. However, the city also faces a host of wicked policy binds, ineffective regional structures, a lack of support at the federal level, and numerous conditions that constrain its ability to remain resilient. In light of this, the “toughness” theme that runs throughout the city''s plans risks undermining its robust data analysis and reporting initiatives by instilling in New Yorkers a false sense of security with respect to both the scope of the problem and their local government''s ability to protect them from it. The city faces an equally wicked policy bind with respect to waterfront development. Given the foreseeable risks of increasingly intensive and frequent coastal storms, flooding and storm surges, coastal municipalities must carefully evaluate their waterfront development policies to assure consistency with future climate risks and vulnerability and adopt regulations that curtail or eliminate waterfront development in high-risk areas, encourage or require relocation away from vulnerable areas, and take maximum advantage of opportunities to develop natural flood-mitigation infrastructure.
