Earned Citizenship is an intervention in the U.S. immigration reform debate that advances the proposition that long-term, unauthorized immigrant U.S. residents should be able to earn legalization and a pathway to citizenship through service to citizens in their adopted U.S. communities as restitution for immigration law violations. Earned Citizenship first applies the principle of civic membership as reciprocity to support the argument that military service by unauthorized immigrants in particular merits naturalization in the United States, given its strong citizen-soldier tradition. The book contends that noncitizens who serve in the military during a period of declared hostilities should be immune from deportation for the rest of their lives. After drawing from the military aspect of the civic republican tradition, the second part of the book considers the civic value of caregiving as a service to citizens and the nation, which merits a pathway to citizenship for unauthorized immigrants. Family immigration policies should be expanded to recognize the importance of caregiving duties performed by family members and fictive kin for dependents. This argument is part of a broader project aimed at reconciling the civic republicanism of the first part of the book with a feminist ethic of care and its emphasis on dependency work. As a whole, this book provides a nonhumanitarian justification for legalizing unauthorized immigrants based on their contributions to citizens and institutions in their adopted nation.

Programs have been created in the Dept. of Defense (DOD) to help facilitate the transition of new technologies. GAO was directed to undertake a body of work that will provide a holistic assessment of DOD’s Science and Technology (S&T) enterprise. This report reflects the results from GAO’s first review, which focuses on technology transition. This paper begins by applying two “adverse impact theories of inclusion” in the literature in democratic theory to the situation of members of communities that have been shaped by U.S. intervention that later decide to immigrate to the United States. Both theories can be applied to respond to adverse impact claims arising from the solicitation of migrant laborers to serve the public interests of wartime production and infrastructure development. But they do not adequately address positive claims to inclusion by non-citizens who are already contributing to the welfare of the community they wish to join by supporting U.S. interests abroad or participating in civic initiatives as unauthorized residents. I argue that the contributions of both groups should be recognized as the basis for a priority claim to inclusion as legal permanent residents and eventual citizens of the United States.

"Since the 1980s, the V-22, developed to transport combat troops, supplies, and equipment for the U.S. Marine Corps and to support other services'' operations, has experienced several fatal crashes, demonstrated various deficiencies, and faced virtual cancellation--much of which it has overcome. Although recently deployed in Iraq and regarded favorably, it has not performed the full range of missions anticipated, and how well it can do so is in question. Given concerns about the V-22 program, GAO recently reviewed and on May 11, 2009, reported on MV-22 operations in Iraq; strengths and deficiencies in terms of the capabilities expected of the V-22; and past, current, and future costs. In that report, GAO recommended that the Secretary of Defense require (1) a new alternatives analysis of the V-22 and (2) that the Marine Corps develop a prioritized strategy to improve system suitability, reduce operational costs, and align future budget requests. The Department of Defense (DOD) concurred with the second recommendation, but not the first. GAO believes both recommendations remain valid. In this article we trace the expansion of interior immigration enforcement measures since the 1990s, focusing on the period after the creation of the U.S. Department of Homeland Security (DHS) in 2003. We consider the rationale for the escalation of enforcement during this period, as well as the expansion of enforcement to include local and state law enforcement agencies. Detailing in particular the role of local jails, private corrections corporations, and the communities that are financially dependent on the prison industry, the article also examines who benefits economically and politically from these changes. Throughout, we consider how the expansion of immigration enforcement has affected U.S. citizen children and spouses of unauthorized immigrants. We question whether U.S. Immigration and Customs Enforcement (ICE) is fulfilling its mandate to de-emphasize enforcement against parents, guardians, and children given that the number of detentions and removals in these categories continues to increase. We discuss how this is imposing unnecessary costs and burdens on ICE''s citizen stakeholders while benefiting private corrections corporations.
