The thesis examines the use of the Department of Defense procurement process to enforce the Equal Employment Opportunity program. Data concerning employment percentages of non-whites and females are compiled from two sources. A comparison is made between these data relating only to the fourteen industry groups assigned to the Defense Contract Administrative Services (DCAS). The conclusion is drawn that no significant degradation in the equal employment opportunity performance of Defense contractors would occur if DCAS ceased performing the E.E.O. enforcement function.
