Several developing countries in Latin America, Africa and Asia began to implement social protection measures, like for example (conditional) cash transfers to protect the poorest and especially vulnerable groups against shocks and risks in difficult stages of life, like for example childhood, motherhood or old age. In this context, non-contributory old age pensions financed via taxes and provided by the state - especially for those not involved in other state old age insurance schemes - emerged and gained of importance in developing countries in the last few years. Donors and international institutions as well as governments of the respective countries recognized and emphasized on the importance of such schemes and their role in protecting poor old people. This paper deals with the given conditions that enable and the driving forces behind the implementation of universal non-contributory social pension schemes. It wants to explore what the main factors for their implementation in different developing countries were in the last few years. Thereby, the focus of the analysis lies on the international discourse and external forces, which push for the implementation of a specific pension scheme. Evidence was collected from the poorest developing countries with a universal pension scheme where a universal pension scheme was implemented in the last two decades: from Bolivia, Lesotho and Nepal, and partly from other countries where such schemes already exist, namely Namibia, Mauritius, and Botswana.

Therefore, we are going to look at the Austrian family business as a whole, as well as the five best-known and well-liked confectionary brands it unifies: Manner, Casali, Napoli, Ildefonso and Victor Schmidt. In order to gain an understanding of the company, the history of and key facts for Manner AG are described in chapter 2. After that, we analyze the business strategy in chapter 3 to become aware of its specific business objectives: First of all, it is necessary to describe the umbrella branding strategy for the public company (chapter 3.1.). Then we look at the generic competitive strategies (chapter 3.2.) and Strategy Clock (chapter 3.3.) for the five different brands and Manner AG as a whole. In chapter 3.3. we are trying to describe the Business Model Canvas for Manner AG. Afterwards, we are doing the same for the main competitors in the Austrian confectionery market: Milka (chapter 3.4.), Lindt & Sprüngli (chapter 3.5.) and Zotter (chapter 3.6.). In chapter 4 we look at the culture of Manner AG in combination with the Austrian culture. Chapter 5 is about the innovation strategies of the confectionary company so far, as well as what could be done in the future. From Local Patriotism to a Planetary Perspective
The Nördlinger Ries and Steinheim Basin, two conspicuous geological structures in southern Germany, were traditionally viewed as somewhat enigmatic but nevertheless definitely volcanic edifices until they were finally recognized as impact craters in the 1960s. The changing views about the origin of the craters mark an important paradigm shift in the Earth sciences, from an Earth-centric approach to a planetary perspective that acknowledged Earth’s place in the wider cosmos. Drawing on a range of printed sources, detailed archival material, letters, personal notes, and interviews with veterans of Ries research, Martina Kölbl-Ebert provides a detailed reconstruction, not only of the historical sequence of events throughout the twentieth century, but also of the personal thoughts, emotions and motives of the scientists involved and the social context of their research. She shows that there was a sudden reconnection of German researchers with the international scientific community, particularly with more progressive American researchers, after some twenty-five years of scientific isolation during the build-up to WWII and its aftermath. This reconnection brought about not only a new view of geoscience, but also saved German geology from self-sufficiency and patriotic arrogance by integrating it in an interdisciplinary and international framework. In so doing this book sheds much valuable light on an under-explored but crucial development in the way we understand Earth’s history, as well as the way that science functioned during times of conflict.

The Acquisition of German Modal Particles
Following the rationale that corpora have an important part to play in fostering language awareness, this monograph investigates the use of spoken corpora in the teaching of German as a foreign language. Corpus-based research has had an increasing influence on language teaching pedagogy, with regard to linguistic content as well as to teaching methodology. While the majority of studies reporting on corpus-based teaching approaches refer to English, only a small number of studies have discussed such an approach for German. In this study, the exploitation of language corpora is proposed in order to arrive at authentic teaching materials which facilitate the comprehension of German modal particles, which pose numerous problems for learners of German as a foreign language. The approach is twofold: first, the frequency of those word forms which may function as modal particles is established. Secondly, concordance data of the more frequently occurring particles are analysed qualitatively. Teaching materials based on these analyses are developed referring to patterns of use which can be relayed to language learners in order to provide them with tools for the decoding of particle meaning.

This paper analyzes the importance of strengthening the relationship of accountability between health service providers and citizens for improving access to and quality of health care. How this is to be achieved, and whether it works, however, remain open questions. The paper presents a randomized field experiment on increasing community-based monitoring. As communities began to more extensively monitor the provider, both the quality and quantity of health service provision improved. One year into the program, there are large increases in utilization, significant weight-for-age z-score gains of infants, and markedly lower deaths among children. The findings on staff behavior suggest that the improvements in quality and quantity of health service delivery resulted from an increased effort by the staff to serve the community. Overall, the results suggest that community monitoring can play an important role in improving service delivery when traditional top-down supervision is ineffective.

Public Administration in the Balkans from Weberian Bureaucracy to New Public Management
The current volume reproduces papers presented in the Workshop which was organized in Athens, in February 2010 by the European Public Law Organization (EPLO) and the Faculty of Public Administration - National School of Political Studies and Public Administration (NSPSPA), Bucharest. The workshop entitled “Public Administration in the Balkans - from Weberian bureaucracy to New Public Management” has aimed to reveal relevant aspects on the developments of national public administrations in some Balkan states related to the traditional or actual models of the administrative organization. The organizers have proposed to approach theoretical and practical aspects focusing on Weberian bureaucracy and New Public Management (NPM). In this context, the general framework of debates was based both on specificity of public administration in the Balkan states and the European integration process, particularly the enlargement of the European Administrative Space to the Balkan area. As shown by a profound analysis in the papers, the characteristics of the public administrations are moreover diverse and get closer to the developments of the public administrations in Europe, such as the Mediterranean ones (Greece, Cyprus etc.) or those of the states in transition (Bulgaria, Romania, Croatia, Serbia etc.). The interactions with different intensities between Weberianism and New Public Management emphasise, generally, the characteristics of “a new Weberian state” (NWS) for the Balkan states (Pollitt and Bouckaert, 2004, Meneguzzo et al, 2010), revealing a higher NPM impact (Cyprus, Greece, Croatia etc.) or a lower one (Bulgaria, Romania, Serbia, Slovenia etc.). NWS represents a metaphor describing a model that co-opts the passive elements of NPM, but on a Weberian foundation (Pollitt and Bouckaert, 2004, Brown, 1978). The fact that the Balkan states belong more or less explicit to NWS triggers their position in post-NPM era, thus the state remaining an important actor, able to facilitate the public-private dialogue and to sustain the processes for enhancing the effectiveness of public services and administration. The public administration reforms in the Balkan states have targeted one or several European models of national administrations. Even if the concepts on reform comprise visible differences, the tradition, geo-political specificity, human and material resources have determined similarities and common characteristics, which could be emphasized in the development and actual status of administration in the Balkan states. At the same time, the administrative reforms have already introduced elements that enable the administrations in the Balkan states to get closer to the features of “public governance.” Herewith we refer mainly to participating in decision-making, introducing the elements of “neo-corporatism” governance etc. The capacity of adaptation and openness represent a valuable feature of the Balkan administrations, most of them holding systemic connections of low intensity, thus being far away from what we call “strong administration”, found especially in the European developed states. Recent studies support the above ideas, referring to “main drivers of public administration modernization”, placing most Balkan states in the “very low” or “medium” area (Demmke et al., 2006). When referring to open government or ethics, the same studies place the Balkan states under the heading “very high influence.” Based on the above assertions, the papers emphasize concrete issues that could be synthesized in some large categories: Balkan public administrations between tradition and modernity; National experiences on the impact of the administrative reforms in Balkan states; Myth or reality in considering “a Balkan model of public administration;” Administrative convergence and dynamics as support of the evolution towards a certain model; Assessing relevant case studies on enforcing NPM in local governance. It is also worth to mention that the approach of the participants in the workshop has been marked by the institutional innovations and trends in European governance, the debates concerning the model and characteristics of the European administration etc. The workshop was organized within the framework of Jean Monnet project “South-Eastern European developments on the administrative convergence and enlargement of the European Administrative Space in Balkan States” with the financial support of the European Community.
