The Parable of the Prodigal Son
In the parable "The Prodigal Son" attributed to Jesus by the Synoptic Gospel writer Luke - a father has two sons. The word prodigal means "wastefully extravagant"), becomes destitute and he dies and is reanimated. He makes his way home expecting his his father is likely to no longer recognize him. The father welcomes him back and celebrates his return. The older son refuses to participate. The father reminds the older son that he should still celebrate the return of the younger son because he was 'dead' and is now found.A portion of this parable deals with death and reconstitution, specifically the 32nd verse of Luke 15. The Vulgate translation of the highlighted text from the Koine Greek is: "quia frater tuus hic mortuus erat et revixit." This is best translated into modern English as "because this brother of yours was dead and is alive again". English substitutions might also render this as; deceased, departed or passed on. If the meaning was that the prodigal was lost, removed, detached, parted from or estranged - the appropriate Koine or Latin word would have been employed, rather than 'dead'. This distinction is paramount to the meaning of the parable as Christ intended it to be understood. Death is death - but victory over death is possible, and integration into the community [family] is also possible. As with the Elias-John the Baptist transmigration acknowledgement of Jesus - this parable deals on several levels with death, reanimation, recognition and reconciliation. It also chastises the hubris of the older son who clings to avarice and the Mosaic law at the expense of mercy.

Tracking Economic Activity in Response to the COVID-19 Crisis Using Nighttime Lights - the Case of Morocco
Over the past decade, nighttime lights have become a widely used proxy for measuring economic activity. This paper examines the potential for high frequency nighttime lights data to provide "near real-time" tracking of the economic impacts of the COVID-19 crisis in Morocco. At the national level, there exists a strong correlation between quarterly movements in Morocco's overall nighttime light intensity and movements in its real GDP. This finding supports the use of lights data to track the economic impacts of the COVID-19 crisis at higher temporal frequencies and at the subnational level, for which GDP data are unavailable. Consistent with large economic impacts of the crisis, Morocco experienced a large drop in the overall intensity of its lights in March 2020, from which it has subsequently struggled to recover, following the country's first COVID-19 case and the introduction of strict lockdown measures. At the subnational level, while all regions shared in March's national decline in nighttime light intensity, Rabat - Sale - Kenitra, Tanger - Tetouan - Al Hoceima, and Fes - Meknes suffered much larger declines than others. Since then, the relative effects of the COVID-19 shock across regions have largely persisted. Overall, the results suggest that, at least for Morocco, changes in nighttime lights can help to detect the timing of changes in the direction of real GDP, but caution is needed in using lights data to derive precise quantitative estimates of changes in real GDP.

Estimating Urban Poverty Consistently Across Countries
Global poverty monitored by the World Bank for the Sustainable Development Goals (SDGs) is reported only at the national level, lacking a breakdown between urban and rural areas. A key challenge to producing globally comparable estimates of urban poverty is the need for consistent definitions of urban areas and poverty. This note illustrates an innovative approach to integrating globally consistent urban and poverty measurements to estimate urban poverty statistics that are directly comparable across countries. Two approaches to quantifying urban, the Degree of Urbanization and the Dartboard approaches are applied in seven case countries. By combining these delineations with official household budget survey data, poverty is estimated with international poverty lines. The empirical illustrations demonstrate that the proposed approach is potentially useful to improve the monitoring of global poverty.

This paper uses high-frequency nighttime time lights data to estimate the impacts of the Covid-19 crisis on economic activity during the first year of the pandemic for a global sample of 2,800 cities, covering a total population of 2.5 billion people. Activity is found to be negatively affected by both the spread of the virus and the imposition of nonpharmaceutical interventions, but the negative impacts of the spread are large compared to those of nonpharmaceutical interventions. Large differences in city trajectories are also observed. Cities in low- and middle-income countries faced a significantly larger overall loss of economic activity compared to those in high-income countries. Additionally, cities with higher population densities are found to be more resilient in the face of the global shock as compared to less dense ones, but this difference is only observed in low- and middle-income countries. Taken together, the findings suggest that the Covid-19 crisis gave rise to divergence in urban economic trajectories, both across and within countries.

The ongoing crisis should spur deeper European integration, rather than a return to the nationalism of the past. The World Development Report 2009, reshaping economic geography, spotlights several issues for new European Union (EU) member states. From 1950 to 1990, Eastern Europe was impermeable to the flow of goods, services and ideas from the West, and grew slowly. During the same period, gross domestic product (GDP) per capita in fourteen Western European economies grew at three times the pace of Eastern Europe. The drivers of West European growth were market economies, regional cooperation, and global economic integration. The European Economic Community, started by six Western European nations in 1957, continued to increase its membership with the ultimate aim of full economic and monetary integration. After the collapse of the former Soviet Union in 1991, the EU10 countries, along with Malta and Cyprus, joined the expanded European Union, an economic zone based on the principles of democracy, markets and the free mobility of goods, capital and labor. The 27country European Union has a combined population of almost 500 million people and accounts for over 30 percent of the world's GDP. But the legacy of division has meant that the EU10 countries lag considerably behind most of the other member states. While the EU10 have brought 123 million people into the European Union, they have reduced its average level of GDP per capita by an estimated 15.6 percent.

Transport Corridors and Their Wider Economic Benefits
Transport corridors can generate wider economic benefits and costs through their effects on a potentially diverse set of development outcomes, such as economic growth, poverty, jobs, equity, environmental quality, and economic resilience. To advance understanding of how corridors could generate wider economic benefits, this paper undertakes a quantitative review of the literature that estimates the economic benefits of large transport infrastructure projects. It conducts a meta-analysis of 234 estimated impacts found in 78 studies. It focuses on roads, rails, and waterways because transport corridors based on these modes have clearer potential for economic spillovers than, for example, airline routes. The conceptual structure for the review is guided by a simple canonical model describing the policy maker's problem in maximizing the net wider economic benefits of corridors. The meta-analysis confirms that characteristics of individual studies, as well as the placement and design of the transport infrastructures systematically influence the findings of the corridor studies. It also shows that, on average, estimated impacts of corridor interventions on economic welfare and equity tend to be beneficial, while they are often detrimental for environmental quality, and possibly also for social inclusion. Because, around this average, impacts vary widely, policy makers could use complementary policies and institutions to mitigate potential trade-offs and support losers. To clarify the nature and extent of these trade-offs and varied impacts across locales and population groups, much more research is required.

Productivity, Efficiency and Technological Change in European Union Regional Manufacturing
Using data envelopment analysis, we calculate indices of total factor productivity (TFP), efficiency and technological change for the manufacturing sectors of 68 European NUTS1 regions over the period 1986-2002. We subsequently examine these indices using exploratory spatial data analysis (ESDA) techniques, before considering tendencies towards convergence in both TFP and technical efficiency levels. While the ESDA reveals significant spatial autocorrelation, the convergence analysis uncovers no tendency for regions with initially lower TFP to catch up with regions with initially higher TFP. However, convergence is found in levels of technical efficiency, although towards a relatively lower average level.
