Differential scanning calorimetry (DSC) was conducted using a monolithic 6061 aluminum material and two 6061 aluminum matrix composite materials. The composite materials were reinforced with 10 volume percent and 15 volume percent alumina particles. Electrical resistivity and hardness measurements during isothermal aging treatments were also conducted. The effects of prior aging and alumina particle additions on the growth kinetics and the thermal stability of the metastable phases in each material were studied. The results were used to characterize the effect of reinforcement on the aging kinetics of composite materials.

In Desperate Need of Sleep: Teenagers and School Start Times
School start times have the potential to be damaging to students academically. Several studies have linked sleep to the transfer of knowledge into long term memory, while others show how the lack of sleep is disruptive to learning. If school start times truly have an impact on the functionality of the teenage brain, educators should be doing everything in their power to make sure schools begin at a proper hour. The purpose of this study was to extend research done in other parts of the country, traditionally in urban areas, that attempted to show a link between student achievement and school start times. This study aims to compare two different schools, with comparable demographics, in hopes of extending the research to small, rural schools. Data from two rural schools were obtained, organized, and tested to see if there was a statistically significant difference between the average GPA of the two schools for the 2011-2012 school year. Graduation rates, or continuous enrollment, from the 2010-2011 school year were also analyzed in this study. The results showed a trend toward a difference in GPA between both schools, but no statistically significant difference was found. The school that had a later start time, however, did show a statistically significant higher graduation rate than the school that had an earlier start time.

The Effect of Tax Increment Financing Development on Housing Affordability in Houston, Texas
Tax Increment Financing (TIF), which is called TIRZ in Texas, has become a popular, if controversial, economic development tool used by local jurisdictions across the country. TIF has been used for a variety of purposes and its efficacy has not been widely studied. The few studies on TIF’s effectiveness have been concentrated in the Midwest. This report specifically evaluates the effect of TIF development on housing affordability in Houston, Texas. This work broadly focuses on how TIF district designation and new development in these districts affect overall land and housing costs and thus the supply of affordable housing units in the districts. The City of Houston has historically been averse to formal land use planning such as zoning, but it has enthusiastically embraced TIRZ district creation to raise property values and for the purpose of general “economic development.” This aggressive use of this mechanism in Houston raises critical questions about the purpose and effects of TIRZ financing on the overall tax base and trends in general tax revenues available to meet citywide needs. During the time period examined, 2000-2016, three of the four districts saw substantial increases in housing costs and all showed increases in the number of households burdened by those costs. TIF-related investments were not allocated directly to stimulate the development of new affordable housing units in any of the four districts. Improved transparency is needed to evaluate the efficacy of TIRZ financing as an economic development tool.
