Many police departments have consciously and deliberately developed practices intended to develop positive relationships between the police and immigrants. Using a nationwide survey of local police departments, the conditions shaping variations in welcomeness are identified and evaluated for impact. The data show police departments are pulled between political pressures that are often hostile to immigrants and professional norms favoring equal service to all in the community. The degree of welcomeness depends on the balance between these opposing forces and strong professional norms of equal service are the most influential.
