Understanding the causes of the racial achievement gap in American education—and then addressing it with effective programs—is one of the most urgent problems communities and educators face. For many years, the most popular explanation for the achievement gap has been the “oppositional culture theory”: the idea that black students underperform in secondary schools because of a group culture that devalues learning and sees academic effort as “acting white.” Despite lack of evidence for this belief, classroom teachers accept it, with predictable self-fulfilling results. In a careful quantitative assessment of the oppositional culture hypothesis, Angel L. Harris tested its empirical implications systematically and broadened his analysis to include data from British schools. From every conceivable angle of examination, the oppositional culture theory fell flat. Despite achieving less in school, black students value schooling more than their white counterparts do. Black kids perform badly in high school not because they don’t want to succeed but because they enter without the necessary skills. Harris finds that the achievement gap starts to open up in preadolescence—when cumulating socioeconomic and health disadvantages inhibit skills development and when students start to feel the impact of lowered teacher expectations. Anytime there were programs and special occasions that were occurring, a welcome had to be said to welcome visitors and guests, or if invited to other churches, a response had to be given in thanks of their invitation. My Mama, wrote numerous addresses for these special days. She was an outstanding writer, orator, missionary, fourth grade school teacher, and the best of moms. This book was written to show off my mothers writing abilities, and more so to give others the opportunity to see how these presentations should be written for their upcoming times of needs. When the United States entered World War I in 1917, thousands of African-American men volunteered to fight for a country that granted them only limited civil rights. Many from New York City joined the 15th N.Y. Infantry, a National Guard regiment later designated the 369th U.S. Infantry. Led by mostly inexperienced white and black officers, these men not only received little instruction at their training camp in South Carolina but were frequent victims of racial harassment from both civilians and their white comrades. Once in France, they initially served as laborers, all while chafing to prove their worth as American soldiers. Then they got their chance. The 369th became one of the few U.S. units that American commanding general John J. Pershing agreed to let serve under French command. Donning French uniforms and taking up French rifles, the men of the 369th fought valiantly alongside French Moroccans and held one of the widest sectors on the Western Front. The entire regiment was awarded the Croix de Guerre, the French government s highest military honor. Stephen L.
