The purpose of this book is to investigate with conceptualization how reforms change educational organizations and subjectivities, and how educational organizations change reforms. The book gives an account of the power of conceptual endeavors, with close readings of empirical material. The book elaborates this through empirical investigations of the intertwinement of different educational reforms, of policies, standards, and everyday educational lives across the globe. As well as telling stories of reforms and how they transform and are transformed by the educational organizations and subjects they engage, the book highlights how a careful enactment of methodologies and critiques might enable a tracing of not only intended but also unintended effects of reforms. In this way, the book explores performative approaches to education reform and thus attempts to nuance the idea of causality and linearity in the implementation of education reforms. Engaging with performative approaches, this book scrutinizes how reforms are involved with the creation and shaping of the world and thus offers insight into what happens when reforms are borrowed, translated, and taken up in a range of ways. Anthropogenic carbon dioxide emissions do not only warm our planet but also acidify our oceans. It is currently unclear to which degree Earth’s climate and marine life will be impacted by these changes but information from Earth history, particularly the geochemical signals of past environmental changes stored in the fossil remains of marine organisms, can help us predict possible future changes. This book aims to be a primer for scientists who seek to apply boron proxies in marine carbonates to estimate past seawater carbonate chemistry and atmospheric pCO2. Boron proxies (δ11B and B/Ca) were introduced nearly three decades ago, with subsequent strides being made in understanding their mechanistic functioning. This text reviews current knowledge about the aqueous systematics, the inorganic and biological controls on boron isotope fractionation and incorporation into marine carbonates, as well as the analytical techniques for measurement of boron proxies. Laboratory and field calibrations of the boron proxies are summarized, and similarities between modern calibrations are explored to suggest estimates for proxy sensitivities in marine calcifiers that are now extinct. Example applications illustrate the potential for reconstructing paleo-atmospheric pCO2 from boron isotopes. Also explored are the sensitivity of paleo-ocean acidity and pCO2 reconstructions to boron isotope proxy systematics that are currently less well understood, including the elemental and boron isotopic composition of seawater through time, seawater alkalinity, temperature and salinity, and their collective impact on the uncertainty of paleo-reconstructions. The B/Ca proxy is based on the same mechanistic principles as the boron isotope proxy, but empirical calibrations suggest seawater pH is not the only controlling factor. B/Ca therefore has the potential to provide a second carbonate parameter that could be paired with δ11B to fully constrain the ocean carbonate system, but the associated uncertainties are large. This text reviews and examines what is currently known about the B/Ca proxy systematics. This paper takes a fresh look at the determinants of reserves holding with the aim of highlighting similarities and differences in the motives for holding reserves among emerging markets (EMs), advanced economies (AEs), and low-income countries (LICs). We apply two panel estimation techniques: fixed effects (FE) and common correlated effects pooled mean group (CCEPMG). FE regression results suggest that precautionary savings motives, both current account- and capital account-related, are generally the most important determinants of reserves holding across country groups and that their importance has increased for AEs and LICs since the global financial crisis while receding for EMs. Mercantilist motives matter mostly for EMs. Intertemporal motives have been gaining importance everywhere over time. The CCEPMG results confirm the importance of precautionary motives and suggest that current account motives matter only for EMs and LICs and capital account motives matter for all groups while being more important for EMs in both the shortand long runs. The CCEPMG results also point to the importance of taking into account unobserved common factors that affect coefficient estimates and the dynamic process through which reserves adjust to changes. At about 0.6, the speed of adjustment to the long-run equilibrium implies that more than half of the gap between actual and desired reserve holdings is closed within a year.

The articles and essays in this volume consider the problem of international terrorism from an international legal perspective. The articles address a range of issues starting with the dilemma of how to reach agreement on what constitutes terrorism and how to encapsulate this in a legitimate definition. The essays move on to examine the varied responses to terrorism by states and international organisations.
