Offers an intepretation of why a health centre established in the Calgary area for Aboriginal peoples had difficulty living up to expectations and in accomplishing many of its intended goals in its first three years of operation. This paper also takes a critical look at the evaluation process and proposes a role for the anthropologist in planning and evaluation that may help to overcome barriers to success in a similar situation.
