Today, at least since the Al Qaida attacks at 9/11, technology is profoundly affecting the soveignty of governments, the world economy, and military strategy. Without doubt, information has often made the difference between victory and defeat. As a consequence, any efforts of governments in crisis diplomacy to stop others from interfering in its affairs, is rapidly eroding. Experiencing the current weakness of International Relations, United Nations and European Union, the ethnic, political, and religious diversity in the Gaza has given a strong foundation to the militant wings of Hamas inside the Gaza strip. Hamas not only conducts militant wings, but also runs extensive social networks. Whether in New York, Washington D.C., Berlin or Jerusalem: politicians are depended on what they read in their intelligence reports. Journalism correspondents find themselves in a system of embedded journalism both by the Israeli government and Palestinian Hamas, which restrict them to show no more than censored news. The Optimal Focus of Transfer Prices
This paper studies transfer prices influencing managerial decisions and determining corporate taxes in a multinational firm. Common sense suggests that the transfer price decision should be made to maximize the firm''s after-tax profit and thus achieve the optimal trade-off between pre-tax profitability and tax minimization. Based on a model of a decentralized firm facing asymmetric information with respect to operations, I examine why this conclusion does not hold in general. In particular, I demonstrate that a policy of negotiated transfer pricing, under which the divisions exploit their superior information but select the transfer price to maximize the firm''s pre-tax profit, is the firm''s optimal organizational choice if the high-tax division''s productivity is high. With respect to the firm''s discretion over the transfer price, I identify situations where the firm''s optimal policy choice does not depend on the arm''s length range and where less discretion increases the firm''s profitability.

Transfer Pricing for Coordination and Profit Allocation
This paper examines coordination and profit allocation in a profit-center organization using a single transfer price. The model includes compensations, taxes, and minority interests of two divisions deciding on capacity and sales. The analysis covers arm''s length transfer prices which are either administered by central management or negotiated by the divisions. Administered transfer prices refer to past transactions and therefore maximize firm-wide profit net of divisional compensations, taxes, and minority profit shares only for given decentralized decisions. From an ex-ante perspective, it is shown that adverse effects on coordination may result in inefficient divisional profits of which all stakeholders suffer. We motivate a positive effect of advance pricing agreements, intra-firm guidelines, and restrictive treatments of changes in the firm''s accounting policy. By contrast, negotiations ignore compensations, taxes, and minority shares but yield efficient divisional profits. Negotiations seem compelling as they perfectly reflect the arm''s length principle. Moreover, common practices such as arbitration or one-step pricing schemes allow the firm to engage in manipulation at the expense of other stakeholders.
