Original poems.

This historical account is based on the memories and stories of two successful men, both on the side of law enforcement and prosecution. The first is a detective for the Los Angeles County Sheriff''s Department (LASD) Gang Unit, (SEB) Special Enforcement Bureau and Homicide (Charles Araujo), and the other is a tenacious Deputy District Attorney (James Jacobs), who later became a Reserve (LASD) Deputy Sheriff. Together, they changed the course of prosecution and conviction of a notorious criminal element, namely violent street gangs who were infecting the communities of Los Angeles County. Their story takes place during the 1970s through 1983. It includes some of the cases they worked during that timeframe. Names have been changed in some cases, except where permission has been granted by the identified individuals. We also received permission for various articles to be republished throughout, and they appear at the end of this book. Their paths intersected in the massive population of Los Angeles, and amazingly resulted in what has come to be known as "Vertical Gang Prosecution."

The purpose of this paper is to review the sources of vocational curriculum ?instruction that provides the skills necessary for individuals to perform entry-level jobs at the sub-baccalaureate level ? that may be available from selected federal agencies other than the Office of Vocational and Adult Education at the U.S. Department of Education. The research method relied on an investigation of the Web sites of specific agencies. The paper outlines the relevant content of these sites, as well as some challenges policymakers and practitioners may face in accessing the available curricula.

In response to the 1992 Scientific and Advanced Technology Act (SATA), the National Science Foundation (NSF) initiated the Advanced Technological Education (ATE) program to promote systemic reform of the nation''s science, technology, engineering, and mathematics (STEM) education. The Act gave community colleges the central role for the implementation of the ATE program. This study analyzes the influence of the ATE initiative on the nature of STEM programs in community colleges: on the formation of partnerships; and on the characteristics of the colleges in which they were located. It also examines the steps taken to promote the sustainability of the ATE reforms and innovations once the NSF funding had ceased or been significantly reduced. The Community College Research Center closely examined six ATE projects and four national centers between October 2000 and January 2002. Information was collected by researchers through two or three day visits to each of the sites, as well as through information available on the ATE website and the websites of the individual projects and centers. The major activities of the ATE projects and centers were examined in five broad areas: (1) The development, implementation, and dissemination of curriculum and other instructional materials; (2) Professional development of college faculty and secondary school teachers; (3) Efforts to strengthen science, technology, engineering, and mathematics (STEM) education in high schools and to increase the numbers of high school students in STEM postsecondary programs; (4) Articulation and transfer agreements between the two-year and four-year institutions; and (5) Partnerships with industry. The following recommendations have been made in response to this research: (1) The applicants and the NSF staff need to be clear about the problem to be solved; (2) Design incentives that will promote broader programmatic and organizational innovation; and (3) There is a need for several types of new researcexplorations. Labor History presents a symposium on David Witwer''s SHADOW OF THE RACKETEER: SCANDAL IN ORGANIZED LABOR. This article argues that, contrary to the view of some labor studies scholars, labor racketeers have not been good for labor unions. It documents the diverse ways in which labor racketeers harm labor unions and have weakened the labor movement.

In the U.S., conviction-based-employment discrimination (CBED) is attracting a great deal of attention on account of intense concern about enhancing ex-offender chances for post conviction, especially post-imprisonment, successful “reentry.” Europe seems unconcerned about CBED. It is not a hot policy issue in Europe and attracts very little research or commentary. Why? Is it because European employers do not discriminate against job applicants or employees with criminal convictions? This Article seeks to address the relevance of a criminal record to employment opportunity in Europe.
