The twenty-first century has witnessed an explosion in studies on comparative health studies, but mental health remains virtually ignored. Unlike the well researched topic of health policy, there is a gap in the marketplace covering mental health policy and health care policymaking. This book fills that gap; it is a comparative analysis of the implementation of Assertive Community Treatment (ACT), an evidence-based practice employed in two states that promises to empower the well-being of individuals suffering from mental illness. Assertive Community Treatment specifically examines the tension separating the notion of client recovery and evidence-based programs. Johnson challenges the assumption that practitioners should rely on evidence-based practices to close the gap between scientific knowledge and practice. She argues that in an era of managed care, this encourages state mental health administrators to adopt policies that are overly focused on outcomes. Programs that can measure the outcomes of care provided, and evidence-based practices, have become central aspects of the quality care agenda. This study traces the role of policy entrepreneurs throughout the Assertive Community Treatment policymaking process. By differentiating mental health in general, qualitative research increases the chances of observing similarities and differences in outcomes. Johnson explains why the ACT model was adopted and implemented. She concludes that there is a clear monopoly by medical researchers and scientists within Assertive Community Treatment research, and as a result, too much emphasis is placed on the roles of policy entrepreneurs as the main innovators in the agenda and policy formulation stages. Johnson presents a strong argument for more innovation in the implementation stage.

I don’t sing, dance or play an instrument, but I wanted to do something to praise God; so I ask for a gift to give back to him. He gave me poetry. This book is a collection of the poems that God gave me. I have shared them with others and they are always blessed and so am I. But I always remember to say “God gave them to me because I asked and could not write them on my own”. My book is dedicated to Dorothy Prohl who is my mentor and a dear friend. Thanks go to my husband, children, church family friends and coworkers for their encouragement. And most of all thanks to God for giving me every word in my book.

It mattered to Corine that some did not live up to their true status in life; however, she did not allow them to bring her down to their level. She continued saying to those who did not live in such a manner that God made all of us a little lower than the angels. Corine, A Little Lower Than Angels will discuss the manner in which Corine lived her life according to God’s Will for her while she was here with us. There were sayings and or thoughts that Corine used each day of her life to find true happiness and true joy. Corine’s sayings will be discussed via chapters from the stand point of how she lived her life on a daily basis.

This one was nearly geographically mid-America-San Diego was near fifteen hundred miles west and New York slightly over fifteen hundred miles east, but it had nothing in common with one or the other. Fancy Flats had little in common with the rest of the world, nor was it fancy, but flat it was. A sweep of the horizon with ones eye proved that. The bucolic small town surrounded by ranches was a welcome sight to those motorists who traveled east to west, and west to east, but that was before Interstate 80 was built. Now it was simply white letters on a green background, completely out of sight of the motorist. Even the seams in the concrete of the Fancy Flats exit ramp had been able to grow vegetation. Yes, Fancy Flats, like many other small cities and villages, at first appeared to be dying on the vine; but there was one difference between Fancy Flats and the others: its inhabitantsblood of pioneers and Native Americans flowed through their veins. It could be seen in their work ethics, their stick-to-it till the job is done, their honesty, and their humor. Yes, they were of hardy stock. Their ancestors had weathered hard times, depression, and a drought. In doing so, they had learned the value of a dollar, how to get the most out of it, and subsequently, keep more of them for another day. The people of Fancy Flats had managed over the years to keep their share, perhaps a bit more.
