Evaluating the Net Benefits of Macroprudential Policy

release date: Jul 17, 2013
Evaluating the Net Benefits of Macroprudential Policy
The paper proposes a simple, new, analytical framework for assessing the cost and benefits of macroprudential policies. It proposes a measure of net benefits in terms of parameters that can be estimated: the probability of crisis, the loss in output given crisis, policy effectiveness in bringing down both the probability and damage during crisis, and the output-cost of a policy decision. It discusses three types of policy leakages and identifies instruments that could best minimize the leakages. Some rules of thumb for policymakers are provided.

Rust Essentials
Leverage the functional programming and concurrency features of Rust and speed up your application development About This Book Get started with Rust to build scalable and high performance applications Enhance your application development skills using the power of Rust Discover the power of Rust when developing concurrent applications for large and scalable software Who This Book Is For The book is for developers looking for a quick entry into using Rust and understanding the core features of the language. Basic programming knowledge is assumed. What You Will Learn Set up your Rust environment to achieve the highest productivity Bridge the performance gap between safe and unsafe languages Use pattern matching to create flexible code Apply generics and traits to develop widely applicable code Organize your code in modules and crates Build macros to extend Rust''s capabilities and reach Apply tasks to tackle problems concurrently in a distributed environment In Detail Rust is the new, open source, fast, and safe systems programming language for the 21st century, developed at Mozilla Research, and with a steadily growing community. It was created to solve the dilemma between high-level, slow code with minimal control over the system, and low-level, fast code with maximum system control. It is no longer necessary to learn C/C++ to develop resource intensive and low-level systems applications. This book will give you a head start to solve systems programming and application tasks with Rust. We start off with an argumentation of Rust''s unique place in today''s landscape of programming languages. You''ll install Rust and learn how to work with its package manager Cargo. The various concepts are introduced step by step: variables, types, functions, and control structures to lay the groundwork. Then we explore more structured data such as strings, arrays, and enums, and you''ll see how pattern matching works. Throughout all this, we stress the unique ways of reasoning that the Rust compiler uses to produce safe code. Next we look at Rust''s specific way of error handling, and the overall importance of traits in Rust code. The pillar of memory safety is treated in depth as we explore the various pointer kinds. Next, you''ll see how macros can simplify code generation, and how to compose bigger projects with modules and crates. Finally, you''ll discover how we can write safe concurrent code in Rust and interface with C programs, get a view of the Rust ecosystem, and explore the use of the standard library. Style and approach The book takes a pragmatic approach, showing various methods to solve systems programming tasks with Rust and develop resource intensive and low-level systems applications.

Grosz

release date: Jan 01, 2001
Grosz
Savage caricatures: Acerbic painting as social commentary George Grosz (1893-1959) was one of the most important exponents of Dadaism, and therefore of political painting in general. He not only condemned both militarism and bourgeois culture, but also set himself in opposition to traditional forms of art. The decisive element in Grosz''s paintings is their content: in them he pointed out defects in the political and social conditions, literally arraigning them before the public. For Grosz, painting served as a political instrument: "I drew and painted from a sense of contradiction and through my work tried to convince the world that it was ugly, sick, and phony." Fascinated by the metropolis, Grosz depicted the wild and dissolute life in the bars and nightclubs of the Weimar Republic in the 1920s. He directed his attention to the shady side of life and filled his canvas with caricatures of distorted figures. Grosz never permitted human beings to emerge as individuals, but instead always portrayed types, as representatives of a social level or class. After the publication of his candidly drawn "pornographic illustrations," Grosz fell under strong criticism in the 1920s. The Nazis castigated his works as "degenerate art." About the Series: Each book in TASCHEN''s Basic Art Series features: a detailed chronological summary of the life and oeuvre of the artist, covering his or her cultural and historical importance a concise biography approximately 100 colour illustrations with explanatory captions

Why So Easily . . . Some Family Reasons for the Velvet Revolution

release date: Apr 01, 2023
Why So Easily . . . Some Family Reasons for the Velvet Revolution
When communism was ushered into Czechoslovakia, it was supposed to last forever – yet over eleven days in November 1989, this supposedly eternal order collapsed. Why did it fall apart so easily? This respected sociological essay, written in the pivotal years of 1989 and 1990, is now available for the first time in English. Ivo Možný tells the story of a despotic state expropriating the Czechoslovak family and subjugating the personal sphere in exchange for promises of a bright collective future, only for the regime to be vanquished forty years later by the very institution it had dispossessed. The essay explains the reasons for communism’s downfall, examining the private aspirations of whole swaths of nameless social actors that left hardly anyone interested in keeping the regime afloat.

Extreme Environment

release date: Sep 05, 2012
Extreme Environment
Extreme Environment promises to provoke fresh – and spirited – debate about the modern environmental movement and the many ways in which environmentalism, media, economics, public policy and the politics of liberty intersect. In order to reduce poverty and continue to raise living standards requires a sensible, balanced approach to a healthy, productive environment. No country, but especially not those in the developing world, can afford to be manipulated by the self-interested moralising and alarmism perpetrated by some special interest groups. Exaggeration by environmentalists, many journalists and even some scientists causes undue fear and anxiety among those who don’t already dismiss the green lobby for crying wolf. Worse, misinformation affects regulation and policymaking in ways that actively harm developing economies. Starting with well-researched work questioning the claims of opponents to shale-gas drilling, or ‘fracking’, Ivo Vegter argues that public opinion and policy ought to be informed by accurate data and reasoned argument. Using a wide range of examples, from nuclear accidents and oil spills to food additives and agricultural chemicals, he demonstrates why we should be as sceptical of the emotive rhetoric of environmentalists, which just as often turns out to be alarmist, or even false, as we are of corporate spin. Globally relevant, but offering a unique perspective from a developing country – South Africa – this book is a must-read for every thinking person who cares about the world we live in.
