This book is devoted to the numerical analysis of compressible fluids in the spirit of the celebrated Lax equivalence theorem. The text is aimed at graduate students in mathematics and fluid dynamics, researchers in applied mathematics, numerical analysis and scientific computing, and engineers and physicists. The book contains original theoretical material based on a new approach to generalized solutions (dissipative or measure-valued solutions). The concept of a weak-strong uniqueness principle in the class of generalized solutions is used to prove the convergence of various numerical methods. The problem of oscillatory solutions is solved by an original adaptation of the method of K-convergence. An effective method of computing the Young measures is presented. Theoretical results are illustrated by a series of numerical experiments. Applications of these concepts are to be expected in other problems of fluid mechanics and related fields.

These values have been used to figure not only the work of theatre, but also the propriety of the audience as a figure for its socializing work, along a privileged dualism from the aestheticized ensemble—harmonizing actor, character, and spectator to the essentialized drama—to the politicized assembly, theatre understood as an agonistic gathering.

In response, the tobacco industry employs strategies to negate or minimize the full effects of tobacco tax increases. Knowledge of these strategies can assist governments in setting effective policies to collect the full amount of tax revenue and to curb tobacco use. Methods: Country level data on excise tax rates and revenue, retail prices, volume of cigarette removals and sales were obtained from governments and statistical offices, non-governmental organizations and academic departments. Results: Seven common strategies are identified: stockpiling, changing product attributes or production processes, lowering prices, over-shifting prices, under-shifting prices, timing of price increases, and engaging in price discrimination and/or offering promotions. Each strategy is described in terms of the motivation for their employment, the consequences for tobacco use and tax revenue, and measures to counter them. County case studies illustrate the successful execution of the strategies and possible government responses. Conclusion: The tobacco industry, left unchecked, employs strategies that reduce the impact of tobacco tax increases on its profit, undermining tobacco control efforts and government revenue. Many of the Tobacco industry\2019s responses to tobacco tax increases are predictable, since they are being employed systematically across countries. Governments can and should adopt appropriate measures to eliminate or reduce tobacco industry manipulation. This report examines the role of incentives, trust, and engagement as critical determinants of service delivery performance in MENA countries. Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find ''best fit'' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery. Such learning may help the World Bank Group and other donors as well as national and local leaders and civil society, in developing ways to enhance the trust, voice, and incentives for service delivery to meet citizens’ needs and expectations.
