The sustainable development agenda has long been linked with social justice, income equality, and workers'' rights. This article argues that voluntary sustainability standards-setting organizations (VSSSOs) can contribute to these goals by requiring employers to pay living wages and actively support collective bargaining. Examining the content of 25 voluntary sustainability standards (VSS) set by 16 systematically selected VSSSOs, this study finds that only 32% of VSS mandate a living wage, and only 16% rigorously support collective bargaining. It argues that supporting national minimum wages is helpful but not sufficient, examines sources of downward pressure on VSS, identifies potential explanations for variation among standards, and briefly describes a new initiative promoting living wage standards. While VSS are not a silver bullet for sustainable development or wage equity, VSSSOs are overlooking a significant opportunity to be a transformative part of a broader solution.

Since 2005, a “chicken or egg” dilemma has dominated the discourse over the order in which United States missions in Afghanistan can succeed. Given the current U.S. foreign policy interests and strategies in Afghanistan, are the counternarcotics, counterterrorism and development missions best achieved simultaneously (the status quo) or sequentially? If sequentially, in what order should they be prioritized? To answer these questions, I first separate the tri-mission nexus (counternarcotics, counterterrorism, development) into three bi-mission nexuses (e.g., counternarcotics and development) and examine each pair by asking: 1) To what extent and in what ways do the two goals have a shared mission? 2) Is the success of one a necessary condition for the other to achieve its mission? 3) Is the success of one a sufficient condition for the other to achieve its mission? and 4) What positive or negative externalities or “crossfire” exist between goals? The first question contextualizes the bi-nexus. The second and third questions -- regarding necessary and sufficient conditions -- are asked in both “directions” and seek to understand the meaning of one operation''s success for the other operation. The final question exposes the positive and negative externalities of each mission''s operational strategies on the other''s success. Next, I synthesize the bi-nexus data to generate a detailed description of the counternarcotics, counterterrorism, and development tri-nexus. My analysis of this nexus holds constant U.S. interests in Afghanistan and the strategies selected to meet phase recommendation.

Purpose - This paper aims to explain why Fairtrade International (FI), an organization committed to empowering the producers of Fairtrade certified products, at times (paradoxically), excluded them from its highest bodies of governance. A within-case study of Fairtrade''s inclusive and exclusive reforms over 25 years, along with insights from the social enterprise, hybrid governance and political sociology literatures, is used to generate several propositions about how voluntary sustainability standards-setting organizations (VSSSOs) engage stakeholders - especially producers - in governance.Design/methodology/approach - This study uses process-tracing methodology, which focuses on the sequential, intervening processes that link potentially important variables within a single case. It draws on data from over 100 interviews and nearly 6,000 archival documents collected from FI and its member Max Havelaar Netherlands. Causal process observations were extracted from the documents and compiled to create a 68,000-word chronological narrative used to evaluate six potential explanations of Fairtrade''s governance reforms: legitimacy, resources, identity, oligarchic tendency, leadership and producer mobilization.Findings - This study finds that Fairtrade''s inclusion/exclusion of producers reflected its desire to increase its moral legitimacy among external actors and understanding of how to signal legitimacy. The discussion proposes that VSSSOs, especially in times of heightened competition, leverage their comparative advantages to differentiate themselves from other organizations. In cases (like FI) in which the advantage is legitimacy, changing notions of legitimacy may have a destabilizing effect on governance.Originality/value - This evidence-based account of FI''s governance decisions should help resolve some debates about the nature of FI''s relationship with producer groups. The broader propositions offer guidance for future cross-case research aiming to explain VSSSOs'' governance structure and hybrid governance, more generally. Because FI includes producers in governance to a much greater extent than most VSSSOs, it is an important case.
