The transmission of policy preferences from the mass electorate to the political elite is the subject of Warren Miller''s illuminating new book. The elites of whom he writes are the delegates to recent nominating conventions analyzed in their subsequent roles as activists involved in presidential election campaigns. Miller''s analysis delineates circumstances and conditions that affect the degree to which the issue preferences of these elite activists are more or less representative of those held by rank-and-file members of the nation''s electorate. Miller argues that, although consent and accountability are basic principles in the theory of democratic representation, the ways in which convention delegates are selected are not designed to implement these principles. Nevertheless, empirical analysis demonstrates that they often do so to varying degrees. Delegates selected in primary elections, Miller finds, are more representative of the ordinary voters than are delegates selected by any other means—except for Democratic super delegates, who are the most representative of all. Miller''s analysis explains why elites who campaign on behalf of particular candidates are less representative of mass policy opinions than are those who campaign on behalf of their parties, and why, ironically, the elites who campaign on behalf of specific policies are even less representative of the issue positions of their parties'' rank-and-file partisans. Without Consent, a sequel to Parties in Transition, makes an important contribution to the literature on theories of representation by its novel analysis of linkages connecting public opinion and public policy through the presidential campaign elites.

A tripartite state of Kurds, Shiites, and Sunnis would be a partial victory. That state''s goals can be humanitarian rather than materialistic, although such a mixed people would appreciate certain modern conveniences like ice, electricity, plumbing, modern medicine, clean water, comfortable housing, security, social comity. These are all extraneous of the glut of Western-style materialism. The point of my thesis is that only a delusional destruction can ever absolutely defeat the ideology once it is constructed in the minds of men. Therefore, victory resides in the acceptance, cooperative attainment, and enjoyment of these amenities of civilized humankind. We will leave when the Iraqi people, under their own self-protection, show a willingness to institute these changes in their culture. That route is for our own protection, for already there are formed up some two dozen terrorist training camps in this country, waiting for the signs of our weakness to heighten their violence and release death and chaos. An in-depth account of the Black locals within the American Federation of Musicians In the 1910s and 1920s, Black musicians organized more than fifty independent locals within the American Federation of Musicians (AFM) in an attempt to control audition criteria, set competitive wages, and secure a voice in national decision-making. Leta Miller follows the AFM’s history of Black locals, which competed directly with white locals in the same territories, from their origins and successes in the 1920s through Depression-era crises to the fraught process of dismantling segregated AFM organizations in the 1960s and 70s. Like any union, Black AFM locals sought to ensure employment and competitive wages for members with always-evolving solutions to problems. Miller’s account of these efforts includes the voices of the musicians themselves and interviews with former union members who took part in the difficult integration of Black and white locals. She also analyzes the fundamental question of how musicians benefitted from membership in a labor organization. Broad in scope and rich in detail, Union Divided illuminates the complex working world of unionized Black musicians and the AFM’s journey to racial inclusion.
