Setting the Record Straight

release date: Jan 01, 2014
Setting the Record Straight
In January 2009, in the last week of the Bush Administration, the U.S. Department of Education (ED), upon orders from the departing political appointee staff, published the final report in a long running National Evaluation of Upward Bound (UB). The study was conducted by the contractor, Mathematica Policy Research. After more than a year in review, and over a year after the third and final contract had ended, the report was published over objections from the Policy and Program Studies Services (PPSS) ED career technical staff who were assigned to monitor the final Mathematica contract. The report was also published after a "disapproval to publish" rating in the formal review process from the Office of Postsecondary Education (OPE), out of whose program allocation the evaluation was funded. The Mathematica reports from the Upward Bound (UB) study (Myers et. al. 2004; and Seftor et. al. 2009) have had a large impact on policy development for more than a decade. They have resulted in an OMB "ineffective rating" and were used to justify the zero funding requests for all of the federal pre-college programs, UB, Upward Bound Math/Science (UBMS), Talent Search and GEAR UP in President Bush''s budgets in FY 2005 and FY 2006. As the original and final Contracting Officers Technical Representatives (COTRs) for the study within the US Department of Education, it was the official job of Drs. Goodwin and Callahan to provide Technical Monitoring of the Upward Bound evaluation contracts. In the final of three sequential contracts, after concerns about the study were raised, Dr Goodwin and Dr. Callahan conducted a Quality Assurance Review (ED-PPSS QA review), and found that the impact estimations from the study being reported by the contractor were seriously flawed--so much so that the basic conclusions Mathematica made concerning the efficacy of the Upward Bound program were impacted. While they have spoken out before on this topic, Dr. Goodwin and Dr. Callahan are speaking out again in 2014, because of the on-going and recent citations of the erroneous findings from the study in Congressional testimony, policy briefs, and public speeches (Whitehurst, 2011, Haskins and Rouse 2013; Decker 2013). These erroneous findings continue to do unwarranted and non-transparent serious reputational harm to the Upward Bound program. The ED-PPSS QA review involved an internal review and analysis of all data files from the study, as well as consultation and replication of results by external statistical experts. The data files reviewed included: the initial sampling frame, the baseline survey, five follow-up surveys, student transcripts, 10 years of federal aid files and 10 years of National Student Clearinghouse (NSC) data. The ED-PPSS QA found that the Mathematica reports were seriously flawed, made unwarranted conclusions about the Upward Bound program, and were not transparent in reporting. Moreover statistically significant and educationally meaningful positive impacts on the key legislative goals of the Upward Bound program were clearly found when the study errors were addressed using standards-based statistical methods. These positive impacts are unacknowledged in the Mathematica reports. This report provides: (1) Highlights from the ED-PPSS Review and Re-Analysis: (2) Major Errors Identified in the Technical Monitors'' Quality Assurance Review; and (3) Major Impact Findings from the Re-Analyses.

Soldiers and the Supernatural

release date: Sep 01, 2013
Soldiers and the Supernatural
SOLDIERS & THE SUPERNATURAL America''s Haunted Forts, Prisons, Battlefields and Military Ghosts Ask any ghost hunter where to find America''s most haunted places and they are sure to point you to the battlefields, forts and former prisons that dot the historic landscape of our country. At places like the Alamo. Antietam, Gettysburg and Little Bighorn, terrified soldiers fought and died in the midst of blood, smoke and fire. The men who died in military prisons wished for death in battle. They faced a slow, excruciating, wasting kind of death, far from their brothers, their loved ones and their homes. Is it any wonder that such placed become haunted? Without a doubt, the horrific deaths, as well as the valiant deeds of soldiers on the fields of battle, create the hauntings we know today. History tells us the locations of troops, the number of dead and wounded, the quirks of generals and how one side maneuvered against the other, but if ghosts are born, they are born from humanity''s most atrocious acts -- war and mortal combat. Authors David Goodwin and Troy Taylor have combined their knowledge of history, hauntings and military regimen to present a book unlike any other military ghost book you have ever seen before. No mere collection of folklore and spooky campfire stories, it presents a chilling account of life and death on the battlefield, in the fort and in the prisons of historic America. Interwoven with the supernatural and the macabre, these dark tales will have you believing that you hear the clash of battle and feel the panic, horror and sadness of the soldiers who have long since vanished through death''s door.

Discover Classical Christian Education: the Essential Guide for Parents - 25 Pack
A 25-pack of Discover Classical Christian Education: The Essential Guide for Parents. This booklet provides an introduction to classical Christian education. This fast-paced booklet will help you understand the basics of this time-tested and essential form of education. You''ll wish you could go back to school. You''ll discover the ancient and future form of education that challenges us to glorify God with our minds and restore a Christian culture to our churches and homes. Imagine the potential impact as Christians return to their traditional role as intellectual leaders in the culture.American education is in trouble. Academically, kids are less capable than they were 50 years ago. This problem is dwarfed by the moral crisis. Even Christian kids are failing to think or act like Christians. In a culture that is marching away from God and away from standards, our youth need the lost tools of learning.Christians have an opportunity to break away from the influence of modern education and return to education that cultivates a Christian worldview and prepares students academically. Since the 1990s, classical Christian education has enjoyed rapid growth as it expands worldwide.

Responses to Governance

release date: Apr 30, 2003
Responses to Governance
Dixon and his colleagues provide a behaviorist perspective on governance. Their concern is with the governed''s responses to those who seek to govern them-their governors-and the counter responses that they induce from the governors. They take as axiomatic that the governed are not a homogenized and amorphus them in the them-us dichotomy, reduced to what Carlyle called a dead logic formula, thereby, for the purpose of this analysis, leave begging all the relevant questions. The governed are not a disembodied abstraction; they are an aggregate of men and women of flesh and blood. In a corporation, they are corporate directors (whose governors are those who own or, perhaps, have a stake in that corporation), corporate managers (whose governors are the corporate directors), corporate employees (whose governors are the corporate managers). In a society, they are individuals or groups of individuals, perhaps in corporations, located within its jurisdiction (whose governors are the members of societal politial and administrative elites). At the global level, they are individuals or groups of individuals in countries and corporations within the jurisdiction of international governmental organizations and international regimes (whose governors are those who seek to control those global governance mechanisms). Whether the governed''s response to their governors'' processs is one of compliance or antagonism, and how the governors response to any antagoism, has implications for governance capacity, good governance, and governability. A provocative study that will be of interest to students and scholars of political theory, international relations, and management and organizational theory as well as those who are concerned with issues of goverance at all levels, corporate, societal, and global.

A Critical Analysis of Continuous Passive Motion Following Total Knee Arthroplasty

release date: Jan 01, 2001
A Critical Analysis of Continuous Passive Motion Following Total Knee Arthroplasty
Abstract: BACKGROUND AND PURPOSE: The purpose of this critical analysis was to investigate the existing literature to determine whether continuous passive motion (CPM) is an effective intervention following a total knee arthroplasty (TKA). The variables that were examined included range of motion (ROM), pain, postoperative complications, and length of stay (LOS), and most efficacious protocol. SUBJECTS: Twenty articles were reviewed to determine the effectiveness of CPM as an intervention following a TKA. Inclusion criteria included: the use of CPM, mean subject age 50 years or older, heterogeneous sample, a primary source, and utilization of a control group. In addition, three of the following needed to be met: measures ROM, measures pain, measures postoperative complication, and LOS. METHODS: A research organizer was utilized to determine whether a particular article met the specified, predetermined criteria. Following the selection of articles, descriptive statistics were generated to determine the outcomes of pain, ROM, LOS, and postoperative complications in patients utilizing CPM versus a control group. A database was created using Microsoft Access to organize the information from each article in a user-friendly manner. Tables were created, queries were run, and reports were formed to display the information. Effect size was calculated to measure the magnitude of differences between sample means. RESULTS: Sixteen of the twenty articles reviewed measured knee ROM with six reporting statistically significant results in knee excursion at discharge. Eleven articles measured pain as an impairment level variable. Three articles found statistically significant results indicating that the CPM group needed less pain relief through analgesic use. Seventeen articles measured the incidence of postoperative complications. Four reported statistically significant results, indicating that patients who received CPM had a lower incidence of postoperative complications. A statistically significant shorter LOS in the CPM group was reported in four of the articles reviewed. Effect size was negligible for all variables in all of the articles. DISCUSSION AND CONCLUSION: The results suggest that CPM is an effective intervention immediately following a TKA. However, CPM may not be effective in restoring ROM after discharge. In addition, CPM has negligible effects on pain, postoperative complications, and LOS when compared to a control group. Due to the conflicting results, no efficacious protocol was determined in this research study. Further studies are needed to evaluate the effectiveness of CPM following a TKA to determine the benefits of this intervention.
