Ce dernier promet de le rejoindre à Mombasa, dès qu''il aura l''information.Ce qu''il fait, mais les shebabs l''ont surveillé et il est abattu avant d''avoir pu parler à Malko. Cependant, son dernier geste, avant de mourir, permet à Malko de déduire le nom du bateau qui doit être attaqué : un énorme « gazier », qui transporte 80.000m3 de gaz liquéfié. Une bombe.

Since 1992 the South African debate on regional government has shifted its focus to the content of regional government and the way that it could contribute to democratisation, improved government, the prevention of conflict and the accommodation of ethnic and other diversities. The Centre for Constitutional Analysis at the Human Sciences Research Council (HSRC) has been actively involved in the stimulation and development of the debate on regional government in South Africa. Some of the initiatives taken by the Centre have included comparative research, the running of workshops, the involvement of international scholars and various publications. This latest book attempts to make a practical contribution to the debate and is therefore intended to provide practitioners with a framework that could be used for the solving of problems that are faced in and outside of the negotiation process.

International law is rich in promise but poor in detail and practical application about the rights of indigenous people. This book focuses on practical measures that have been implemented in states to give effect to free, prior and informed consent (FPIC); self-determination by indigenous people; special electoral measures to benefit indigenous people; and the role of advisory bodies to advocate for indigenous interests. In many comparative works there are often only scant or brief reference to some country-experiences, but in this book several case studies are explored in depth to promote a greater understanding of the self-determination arrangements that have been implemented. These case studies represent a form of glocalisation, whereby global principles are applied to find local solutions, and local solutions in turn inform greater clarity and specificity to global principles. At the end of each chapter key lessons that can be drawn from the respective case studies are identified in the hope that those may inform developments in other countries and in international law.

The restoration of land rights is a key factor in South Africa''s transformation.
