Between 11/2001 and 7/2002, the Service grew from fewer than 50 air marshals to thousands, and its mission expanded to include the protection of domestic as well as international flights. In 3/2003, the Service, with TSA, merged into the new Dept. of Homeland Security (DHS). This report looked at operational and mgmt. control issues that emerged during the rapid expansion of the Service, specifically addressing its: background check procedures and training; mgmt. and info., policies, and proced.; and challenges from its merger. This memoir tells the story of my brief marriage to a commercial fisherman. I quit my job as an attorney and joined him in his endeavors as a commercial albacore and salmon fisherman. The story involves the intricacies of commercial fishing on the Pacific Ocean and just how fragile a business it is. One mistake can sink the boat and that is precisely what happened to us a short six months after our marriage. We had no insurance and lost everything in a freak storm. That stroke of fate proved determinative of the rest of the relationship. Several newspaper articles covered the tragedy. The book mentions the numerous pelagic avian and mammalian species we viewed and photographed while on the ocean and there’s a naturalists pleasure in it. However, this changed significantly on October 26, 1996, when the President signed the Native American Housing Assistance and Self-Determination Act of 1996 (NAHASDA) into law. This act separated Indian housing programs from public housing programs and provides federal housing assistance for Indian tribes in a manner that recognizes the tribes'' right of self-determination and self-governance.
