Between Hope and History is the President''s articulation of his political philosophy - a philosophy that underpins all his policies and programs as America enters the twenty-first century. The book is also a concise statement of the fundamental principles and values that have guided his administration since its inception in 1993. It continues, as he writes, "the conversation I have had with the American people about our destiny as a nation." In Between Hope and History, President Clinton sees America poised on the edge of "the age of possibility." He declares that "the era of big government is over," and asserts his belief that the global economy will place a premium on education. The President also discusses the roles that individuals, families, businesses, and government must play as America prepares for the twenty-first century.

FDA intends to adopt a common framework and build a common approach to food safety by incorporating into their programs a science based system of food safety controls, known as HACCP (Hazard Analysis and Critical Control Points), the specifics of which are designed and implemented by the food companies themselves. This report covers various regulatory reform recommendations: food safety: HACCP and performance standards; regulatory reform for substances added to food: food standards of identity; exports and imports; and other reforms.

Taken from his speeches as a twenty-seven-year-old candidate for Congress though his 1992 victory speech, Preface to the Presidency reveals the power and range of his contribution to our nation''s political dialogue.

This document, part of the Clinton Administration''s "Reinventing Government" initiative involving a long-term, significant revamping of the federal bureaucracy, presents a comprehensive set of published customer service standards for the United States Government. It presents more than 1,500 standards representing commitments from more than 100 federal agencies for the following customer groups: beneficiaries; business; the general public; law enforcement; natural resource management; the research and academic community; states, localities, and other partners; travelers, tourists, and outdoor enthusiasts; the U.S. Government and federal employees; and veterans. The text of Executive Order 12862 and of the customer service standards are provided in appendices. As an example, with regard to the Department of Education as it serves the general public and the research/academic community, individuals and institutions should expect to receive: individual attention and prompt, professional service; an effort to meet customer needs and expectations; information that is timely, dependable, and accurate; easy access to services and information; and every opportunity to offer input and feedback. Other customer service standards related to education are presented here for Goals 2000, Impact Aid, the Office for Civil Rights, and the Student Financial Assistance program. As the Department serves the research and academic community they can expect the same general standards and the same specific standards for the Goals 2000, Impact Aid, Office for Civil Rights, and Students Financial Assistance program. This report was prepared to accompany President Clinton''s first address to a Joint Session of Congress. It describes in detail the comprehensive economic plan being proposed by the new administration for the nation. The plan has three key elements: economic stimulus to create jobs now while laying the foundation for long-term economic growth; long term public investments to increase the productivity of people and businesses; and a balanced deficit-reduction plan to prevent the drain of private investments that generate jobs and increase incomes. The text is organized into four sections: (1) "A New Direction" (a brief 3-page preamble); (2) "A Legacy of Failure" (a 16-page statement of the problem, under subheadings such as "Skyrocketing Health Care Costs"); (3) "What We Must Now Do" (a 92-page statement of the solution, under subheadings such as "Investing in the Future: Reducing the Deficit To Increase Private Investment" and "Restoring Fairness"); and (4) "The Task Remaining" (a brief 6-page wrap-up). A closing Appendix contains 25 pages of statistical tables outlining various discretionary program savings, proposed changes to mandatory programs, stimulus proposals, investment proposals, and revenue and receipts proposals. Most tables provide figures for each year for the 6-year period 1993-1998. The field of education is touched upon in the report at six locations: (1) "Relative Earnings by Education for 25-34 Year Olds" (Chart 2-9, p. 18); (2) Chapter 1 Compensatory Education (p.31); (3) Pell Grants (p. 32); (4) "Lifelong Learning," covering full funding of Head Start and related child care funding and Medicaid, National Service, Dislocated Workers Program, Job Corps Expansion, Summer Youth Employment and Training Program, Youth Apprenticeship, and various Department of Education reforms and initiatives (p. 57-59); (5) Impact Aid "b" Projects (p. 87); and (6) Reform of Student Loan Programs (p. 92).
