"It has been established that the geometry of CuCl42− is dependent on crystal field stabilization, extent of Cu 4s and 4p participation in bonding, ligand-ligand repulsion forces, extent of the hydrogen bonding of the counter ion to the chlorine atoms, and crystal packing forces. The geometry of the CuCl42− can be followed by examining several experimental parameters, such as the trans Cl-Cu-Cl angle, position of the "d-d" transitions and the nature of the Cu-Cl stretching vibration in the far infrared (FIR). It is not known to what extent similar considerations hold for the first-row transition metals in the (II) oxidation state (e.g. Mn2, Fe2+, Co2+, Ni2+). A systematic study of the complexes involving counterions unable to provide hydrogen bonding to the chlorines of the MCl42− entity, and to those complexes demonstrating a high degree of hydrogen bonding was started. The changes in the FIR and in the "d-d" transition spectrum were followed under ambient conditions and under high external pressures. Whenever it was possible comparisons of the effects of the internal pressure (hydrogen bonding) and high external pressure in changing the geometry of the MCl42− ion were made"--Summary.

In 2000, the United States Congress passed the Victims of Trafficking and Violence Protection Act requiring its State Department to issue annual Trafficking in Persons Reports (TIP Reports) describing "the nature and extent of severe forms of trafficking in persons" and assessing governmental efforts across the world to combat such trafficking against criteria established by US law. This article examines the opportunities and risks presented by the TIP Reports, tracing their evolution over the past decade and considering their impact on the behavior of states. In looking to the future, the article focuses on how this influential unilateral compliance mechanism could improve its legitimacy, respond to negative impacts, and better contribute to the international legal regime around trafficking.

How Internal Transaction Costs Drive Compensation Schemes
The literature on chief executive officers (CEOs) establishes that economic and sociological rationales are both essential to understand the level and structure of CEOs'' compensation. Our thesis is that internal "transaction costs" or frictions override strictly economic criteria to determine pay levels and pay structures. We study mid-level jobs that have features strikingly similar to the CEO. We show that pay checks and their underlying structure follow counterintuitive patterns, as if the employer resorts to a third party (i.e., the customer base) to reduce employee discontent over pay. We also find that firms reward managers as if they have considerable value added.

Some New Thermochromic Complexes of Ni(II) of the Type [RxNH4-x]2NiCl41
"A new group of thermochromic complexes of Ni(II) of the type [RxNH4-x]2NiCl4 have been synthesized, where R is an alkyl or aryl group. These complexes have been prepared from the melt of 2:1 mole ratios of RxNH3-xHCl and anhydrous NiCl2. The complexes are brown-yellow to green-yellow at room tmperature and turn blue upon heating to the thermochromic temperature (Tc). Magnetic susceptibility, far-infrared spectra, and X-ray powder diffraction patterns indicate that the room-temperature phase is polymeric, containing octahedrally coordinated metal ions with bridging chlorine atoms. The hydrogen bonding from the substituted ammonium cation is important for maintaining the structure. Magnetic susceptibility and absorption and far-infrared spectra indicate that the blue phase involves discrete tetrahedral NiCl42− ions. The thermochromism is reversible and the Tc may be controlled by the degree of hydrogen bonding available from the alkyl- or arylammonium group, by the nature and the size of the R group, and by the nature of the halogen atom in the anion. Similarities with the [RxNH4−x]2CuCl4 complexes are discussed"- Summary.

This study presents data from an intervention study with third grade teachers who participated in professional development to learn to enhance their curriculum materials, instruction, and assessment practices to facilitate the participation of Latino English language learners. In this intervention study third grade students filmed their mathematics classrooms using head-mounted video cameras. The teachers watched video segments on a weekly basis to reflect and identify future instructional enhancements. The Student Cams serve as research tools, but also professional development tools that challenge teachers to examine their practice through a unique perspective. The purpose of this study is to describe what teachers noticed and how that changed as they viewed video clips over a two-year period. The results of this study indicate that the teachers experienced a change in their noticing. While teachers focused on ELLs early in the study, they did not attend to their mathematical thinking. As time evolved, the teachers began to see ELLs'' mathematical thinking within episodes in addition to themselves as the teacher. Soon, connections were made in not only who and what the teachers noticed but also in how they noticed. The findings from this study have implications for the design of teacher preparation and professional development.
