It is a testament to the complexity of learning that one hundred years of research on feedback has not produced universal prescriptions for training. Results are split in two directions; those recommending more feedback during training and those recommending less. Numerous theories that explain and predict certain feedback effects, but none explain the mixed findings in the literature. This has resulted in: a) no singular theory and b) little understanding of other factors that might affect the mechanism of feedback. The following series of studies systematically manipulated the cognitive load of the experimental task and measured learner working memory capacity. The overall question was whether forcing the learner to self-evaluate would result in more or less learning of a rule-based cognitive task and how this effect might be moderated by the working memory capacity of the learner and the load of the task to be learned. It was expected that high working memory capacity learners might learn more when difficulties were introduced for a simple task (via less supportive feedback). Instead, all groups not only learned more when receiving more support, the high working memory capacity learners appeared more able to utilize the additional feedback. Instead of providing their own support when feedback was minimal or lacking, high working memory capacity participants seemed best able to make use of the information provided in supportive feedback. Low working memory capacity participants seemed unable to either provide their own support when feedback was minimal or lacking, but also were not as able to make use of the information provided in more supportive feedback. The contribution of the current series of studies is an explanation of why and how appropriate level of feedback support can change based on the working memory capacity of the learner and demands of the task. Feedback can either impose a load upon the learner to self-evaluate or provide support for acquisition performance. Though learners may benefit from feedback neither too high nor too low, the current results indicate that additional feedback is most useful to those with the attentional resources available to utilize it.

This Legislative Bulletin examines how the Chihld Protection Bill attempts to reflect the adoption of a ''family support'' model to guide the actions of the state when a child appears to be in need of care and protection while still recognising the need to ensure the protection of the rights of every child. This Bulletin also examines how the Child Protection Bill 1998 compares with the United Nations Convention on the Rights of the Child and child protection legislation operating in other Australian States and Territories. Also dealt with in this Bulletin is the inclusion in the Child Protection Bill 1998 of what will be the first legislatively-based Charter of Rights for Children in Care in Australia and the inclusion of an Aboriginal Child Placement Principle to protect the needs of indigenous children in care in Queensland. This Legislation Bulletin was created in March 1999.

Internet sales-based retailers anticipate losing their sales tax-advantaged status over traditional brick and mortar retailers in light of recent unfavorable states'' legislation, often referred to as the Amazon laws, and pending Federal legislation intended to equalize the sales and use tax compliance burden of all retailers. In this qualitative study, the author interviewed national and regional sales and use tax consultants, as well as Ohio governmental affairs and tax policy specialists, to address what adaptations the internet sales-based retailers will need to make to their sales and use tax compliance processes to comply with their respective state and federal authorities. The author finds that internet sales-based retailers should seek more than just sales and use tax compliance technology as a solution, as was originally hypothesized. Additionally, the author finds that internet sales-based retailers should investigate and implement one or more of the following solutions: restructure their internet sales practices, outsource the retailer''s sales and use tax function to sales and use tax consultants, and become involved in either a state''s voluntary disclosure agreement or tax amnesty program to minimize potential negative consequences of unrecognized outstanding sales and use tax liabilities. Thus, this qualitative study can influence the sales and use compliance strategies of internet sales-based retailers impacted by what are often referred to as the Amazon laws.

This paper discusses the situation of victims of non-spousal domestic violence involving adult members of a household. This matter is generally considered to include abuse in same-sex relationships, abuse of older people, of disabled people, dating violence and abuse by relatives. It is important to note that the chief argument put forward by proponents for widening the coverage of the Domestic Violence Act 1989 (Qld) is that non-spousal domestic violence is similar in dynamics to spousal violence and, thus, the victims should have access to the same protection.
