Excerpt from Historical Researches: In Western Pennsylvania, Principally Catholic I, in common with many others, have long felt that far too little interest is manifested in collecting and preserving the records of the past, especially among Catholics. In the beginning of the Church in this country the number of the clergy, upon whom this work would naturally devolve, was so small, and the field of their labors so 'ex tensive, that little time could be expended, on any other than their strict ministerial duties; and even now, when their numbers have greatly increased, their labors are scarcely less arduous. China's increasing influence has surpassed that of an emerging power and now directly confronts the United States' (U.S.) interests within the Pacific and throughout the world. The People's Republic of China (PRC) ascendancy as a world power will be the greatest strategic challenge that faces the United States over the next century. Historically a major land power, China has embarked on a massive build-up of naval forces to counter U.S. maritime power in the region, provide security for her national economic interests, and demonstrate her political power throughout the region and the world. This naval expansion appears to go beyond simply challenging U.S. maritime capability; rather, this increase may be part of a complex plan of military expansion, economic development, and political hegemony. While China's rise to superpower status presents a broad range of national and international challenges and opportunities, a key insight into Sino ambitions may be obtained through careful analysis of the People's Liberation Army Navy (PLAN). These objectives have strategic consequences for the U.S., and America's response to these challenges will affect this nation's ability to compete economically, influence the region politically, and if necessary, respond militarily.

Atrial fibrillation is the most common heart arrhythmia of clinical significance. Internal cardioversion can be used to restore sinus rhythm; however, the amount of delivered energy elicits intolerable pain. Lowering delivered energy could make implantable cardioverters a promising treatment option. This study simulated cardioversion shocks in a model of the human heart using finite element analysis to determine effects of different electrode placements on defibrillation threshold (DFT) and esophageal electric field (EEF) near the left atrium. Ten right atrial to coronary sinus electrode placements were tested. Small shifts in electrode placements changed DFT by up to 42%, indicating electrode position is an important factor in lowering DFT. A relationship was not discovered between EEF and DFT. If a relationship can be discovered between an alternate EEF or other measure and DFT, electrode placements could be optimized on a patient-specific basis to lower delivered energy to painless or tolerable levels. .

We study the decentralization of liquor policies in the Post-Prohibition Era, which is the most famous natural experiment ever conducted with respect to policy decentralization in the U.S. Our empirical analysis exploits a unique feature of this policy change, namely that we observe votes of citizens in public referenda as well as roll call votes of the state legislators affecting the same policy. Our analysis is based on a probabilistic voting model. We show how to identify and estimate a model with a multi-dimensional policy space. These estimates then allow us to map the policy space into an alcohol consumption space. We find that this mapping is highly non-linear. Hence, differences in estimated bliss points in the ideological policy space tend to exaggerate differences in preferences over alcohol consumption. Nevertheless, decentralized policies offer the opportunity to account for heterogeneity in preferences and increase welfare. The optimal decentralized policy increases aggregate welfare by up to 79 percent compared to the optimal uniform policy.
